China has decided to intensify its approach to Cuba and intends to use the island’s fragility to expand its military presence near the United States. The move gained momentum after Chinese Defense Minister Dong Jun hosted his Cuban counterpart Álvaro López Miera in Beijing last Tuesday.
They pledged to enhance military cooperation and strengthen political coordination between the two countries, according to the state-run Xinhua news agency.
Dong referred to the ties between China and Cuba as “a model of solidarity and cooperation between socialist countries” and stated that Beijing aims to expand personnel exchanges to elevate military relations to “a new level.”

Meeting During the Xiangshan Forum
López Miera is in Beijing to participate in the Xiangshan Forum, China’s main annual military diplomacy event. He stated that Cuba supports the four global initiatives proposed by Xi Jinping and aims to consolidate the “special friendship” with Beijing.
The meeting also marked the celebrations of the 65th anniversary of diplomatic relations between the two countries. These relations are based on political and ideological harmony and the desire to expand economic and financial ties.
China is now one of Havana’s main allies. Despite the economic and financial crisis gripping the island, Beijing continues to offer support. “China is willing to continue providing assistance to Cuba,” Dong stated.
Xi Reinforces Support and Demands More Integration
In early September, Xi Jinping received Cuban dictator Miguel Díaz-Canel in Beijing. On that occasion, the Chinese leader stated that he is “ready to continue providing assistance and support to Cuba in the best possible way” and called for a “strengthening of comprehensive strategic cooperation” between the two countries.
Xi also declared that China “will continue to firmly support Cuba in its just struggle against the interference and blockade” from the United States.
He advocated that both use the 65th anniversary of diplomatic relations to elevate bilateral ties to a higher level.
Díaz-Canel promised to improve the business environment for Chinese companies in Cuba and thanked Beijing for its “altruistic support.” According to Xinhua, the two leaders signed cooperation documents in local agriculture, practical cooperation, and artificial intelligence, reinforcing alignment between their governments.
