São Paulo Municipality Seeks to Attract Billion-Dollar Investment from Coca-Cola Brazil for New Facility, Mobilizing Efforts and Presenting Strategic Differentiators in the Competition for One of the Largest Beverage Factories in the Country.

The city of Itu, located in the interior of the State of São Paulo, was officially presented by the City Hall as a candidate to host a Coca-Cola Brazil facility, with an estimated investment of R$ 1 billion.

According to information published on Monday (28) by the City Hall itself, the contact between the municipal administration, through the Employment and Labor Secretariat, and the company occurred after a national media report stated that Coca-Cola is seeking land in the interior of São Paulo to install a new factory.

The company announced that a decision regarding the municipality is expected by the end of 2025, with construction set to begin in 2026.

According to data from the City Hall of Itu, the municipality is experiencing industrial expansion and the implementation of strategic projects in different areas.

Among the recently announced projects are Cacau Park, a thematic-industrial park by Cacau Show; a new unit of Atlas Copco Brazil; a future unit of Hospital Amaral Carvalho; the Olympic and Paralympic Village; and the expansion of the local Industrial District.

The city is located along the Castelo Branco (SP-280) and Santos Dumont (SP-075) highways, facilitating logistical access.

The proximity to Viracopos International Airport in Campinas and Sorocaba Airport, along with the passage of the state railway line, are highlighted as infrastructure differentiators.

The municipal administration also emphasizes the existence of areas designated for industrial use, incentives for attracting companies, and the availability of skilled labor.

Industrial Expansion and Regional Competition

The potential installation of the new Coca-Cola Brazil facility occurs amid a strengthening industry in the interior of São Paulo.

City halls of nearby locations such as Sorocaba, Jundiaí, and Campinas have also shown interest in the project, according to recent reports.

Each municipality presented specific proposals and incentives to attract the investment.

The Secretary of Employment and Labor of Itu stated in a note that “Itu is structured to receive large industries, with a strategic location, consolidated infrastructure, and incentives aimed at economic development”.

The offering of technical courses and partnerships with the S System, formed by institutions such as the National Service for Industrial Training (SENAI) and the National Service for Commercial Training (SENAC), contributes to the local professional qualification scenario.

The Brazilian Association of Soft Drink and Non-Alcoholic Beverage Industry (ABIR) reports that the demand for beverages in the country has grown in recent years, prompting investments to expand production capacity.

However, they highlight that factors such as infrastructure, environmental legislation, availability of water, energy, and labor influence companies’ decisions when choosing the municipality.
