Ministry of Infrastructure Awaits Airport Auctions This Year with Government Privatization Authorization
On May 19 of this month, the Ministry of Land, Infrastructure and Transport issued a decree accepting concession plans for 16 airports, speeding up the privatization process of the airports, authorized by the government. According to a document published in the DOU (Official Gazette of the Union), the operation of the listed enterprises is the responsibility of the Brazilian airport infrastructure company (Infraero) until the operation is fully taken over by the winning companies of the bidding processes, authorized by the government. The procedures will need the approval of Anac (National Civil Aviation Agency), being formalized through concession contracts.
Airports Included in Privatization
On the last day of May 10, the ministry confirmed that it plans to conduct auctions for the enterprises that were approved for privatization by the government in four regions of the country, dividing them into 3 blocks.

- Marabá Airport
From the list, the most relevant airports for the government in terms of passenger flow are Congonhas, in São Paulo, and Santos Dumont, in Rio de Janeiro.

According to the government’s planning, the auction for Congonhas Airport is set to take place in the second half of 2022, alongside Campo Grande (MS), Corumbá (MS), Ponta Porã (MS), Santarém (PA), Marabá (PA), Carajás (PA), Altamira (PA), Uberlândia (MG), Uberaba (MG) and Montes Claros (MG) airports.
The government’s planned investment capital for this block of airports is R$ 5.889 billion, with an initial concession of R$ 255 million.
Based on the ministry, the process of the seventh round of concessions for the enterprises approved by the government is in the approval phase at the TCU (Court of Accounts of the Union). The hope is that the notice regarding the auction of the airports authorized by the government will be available in the second quarter of 2022.
As for Santos Dumont Airport, it will be auctioned together with Galeão Airport, also in Rio de Janeiro, after the company responsible for managing the place relinquishes the concession.
Anac pointed out in May of this year that the process should be postponed to 2024, although the Ministry of Infrastructure still believes it will take place in the last quarter of 2023.
Port Privatization
Another highly discussed factor was the advancement of partnership with the privatization initiative in the port sector. According to the Minister of Infrastructure, the current government is the one that has signed the most adhesion contracts for privatization. Since 2019, about 99 contracts for leasing private use terminals (TUPs) have been completed.
Still in 2022, the first port privatization notice from Codesa (Espírito Santo Dock Company) will be launched, with a private investment of R$ 783 million and in the final approval stage by the TCU (Court of Accounts of the Union).
Privatization Schedule
Since 2019, approximately R$ 74 billion has been used to enhance the national logistics of the government with concessions and privatization of 34 airports, five highways, and six railways – among concessions, renewals, and cross investment – 29 port leases and authorizations for privatization terminals.
The next steps are already planned; in October and November, auctions for two federal highways, including the new Dutra, and nine port leases will take place. In 2022, the concessions for the Port of Santos, Ferrogrão, and another 16 airports, such as Santos Dumont (RJ) and Congonhas (SP), will occur.
