According to Terra Portal, starting on November 21, biometrics for INSS and Bolsa Família will become a mandatory requirement for granting new social benefits. This measure is part of a decree published in July by the federal government and aims to strengthen security and authentication mechanisms in the release of pensions, allowances, and aids.

According to the Ministry of Management and Innovation in Public Services, the requirement will be implemented gradually. Initially, only new beneficiaries of BPC-Loas and Bolsa Família will need to register their biometrics. Those already receiving benefits will not be affected at this initial stage, while the inclusion schedule for other groups will still be disclosed.

Biometric Implementation Stages

The government structured the implementation of biometric registration in phases. The first phase only covers those applying for benefits for the first time.

Active beneficiaries will have a future deadline for regularization. Biometrics for INSS and Bolsa Família can be validated through existing databases, such as those of the TSE (Superior Electoral Court) and CNH (National Driver’s License), reducing the need for in-person attendance.

This integration between public systems aims to avoid duplications and ensure that the benefit holder is properly identified.

Technological advancement will also allow for a faster and more secure proof of life, replacing bureaucratic steps and reducing the margin for fraud.

Objective and Impact of the New Requirement

The use of biometrics for INSS and Bolsa Família represents a milestone in the modernization of public social assistance services. Biometric identification will be used as a central tool to confirm the identity of beneficiaries and prevent unauthorized payments.

According to experts in the financial and social security sectors, facial biometrics is already required in credit operations linked to INSS.

Facial recognition via the Meu INSS/Gov.br application is mandatory to release the benefit for payroll loans.

Now, the same authentication model will be expanded to social programs, standardizing digital security.

Guidelines for Beneficiaries

The government advises all beneficiaries to keep their Gov.br accounts at Silver or Gold level, preferably validating biometrics through the CNH or the Electoral Justice.

This update can be done directly through the Meu INSS application, where it is also possible to track notifications and registration pending issues.

For those without biometrics registered in any government database, it will be necessary to wait for the official INSS summons to register in person.

Experts emphasize that there is no immediate risk of benefit blocking due to lack of biometrics at this initial stage. The government’s focus is on mapping and consolidating existing biometric databases before applying automatic sanctions.

Security and Combating Fraud

The main goal of the policy is to strengthen control over the distribution of public resources and reduce attempts of fraud in social benefits.

With biometrics integrated into the Gov.br system, it will be possible to trace the origin of accesses and prevent third parties from receiving improper payments.

In addition to enhancing security, the model promises speed and transparency in the proof of life, eliminating unnecessary travel and ensuring that verification occurs automatically and digitally.

The expectation is that, with the advancement of integration between systems, authentication routines will become increasingly instantaneous and secure.
