Brazil is one step away from granting visas to Americans, Canadians, Japanese and Australians without requiring reciprocity. The decree would be made thanks to a loophole in the Migration Law; Brazilians still need a visa to visit the countries.

It is ready to be approved by the president Jair Bolsonaro the draft of the presidential decree that will grant visas to Americans, Canadians, Japanese and Australians, without demanding reciprocity from this group of countries considered strategic for tourism in Brazil. Tourists from these countries will be able to enter Brazil without requesting authorization, and the same will not happen with Brazilians who want to enter those countries. The non-requirement of reciprocity has a loophole in Article 9. of the Migration Law, which provides that the regulation provides for hypotheses and conditions for reciprocal or unilateral waiver of visas. The subject was the subject of a meeting held with the participation of the Minister of Tourism, Marcelo Álvaro Antônio, and the Minister of Foreign Affairs, Ernesto Araújo.

The changes were even attempted during Michel Temer's government, but were blocked by the Itamaraty. Contrary to the measure, former chancellor Aloysio Nunes managed to block its implementation, even with the change in the law. The government then adopted electronic visas for these four countries.

Since the implementation of the electronic visa for the four countries in December 2017, applications have increased by 41% in one year, according to the government. The portfolio's projection is that, if all these extra tourists who requested the electronic visa actually travel to Brazil, they could increase the sector's revenue by US$ 71 million (about R$ 265 million).

Turismo is also going to take to Itamaraty the proposal for access to electronic visas for tourists from China and India. In addition to being the world's largest exporter of tourists, China is Brazil's main trading partner and is waging a trade war with the United States, with whom Bolsonaro has strengthened relations.

"There is great care to be aligned with the United States and not out of line with China," said the Minister of Tourism. — We need to do business with China, not sell Brazil to China. The diplomatic relationship remains good.
