Change in Indian Imports Repositions Brazil as a Strategic Supplier and Expands Petrobras’ Presence in Global Energy Trade

Brazil has started to occupy a strategic space in the international oil market following the reduction of Indian imports of Russian oil. This movement, observed throughout 2024, repositions the country as a relevant supplier for India, one of the largest global energy consumers.

In this new scenario, Indian Oil Corporation (IOC), the main refinery in the Asian country, acquired 7 million barrels of oil for loading in March 2025. Out of this volume, 2 million barrels were purchased from Petrobras, strengthening Brazil’s presence in the international oil flow.

At the same time, Indian refineries are adjusting their import strategies. In this way, they gradually reduce dependence on Russia. Additionally, they are increasing purchases from the Middle East and other producing countries as part of a broader effort to diversify energy sources in India.

Energy Reorientation and Change in Trade Axis

This reconfiguration occurs parallel to a gradual trade rapprochement of India with the United States, intensified after the tightening of Western sanctions against Russia in 2024. In this context, IOC also increased oil purchases from Angola and the United Arab Emirates, a movement that may facilitate future trade negotiations in other strategic fronts.

Furthermore, this change seeks to reduce geopolitical risks and enhance supply predictability. Thus, Brazil is now seen as a reliable supplier, with logistical capacity and production compatible with Indian demand in a global instability environment.

Technical Details of IOC’s Acquisitions

In detailing the purchases, IOC diversified the types of oil acquired. Initially, it purchased 1 million barrels of Murban, sourced from Abu Dhabi. Subsequently, it acquired 2 million barrels of Upper Zakum, also from the United Arab Emirates. In addition, it bought 1 million barrels of Hungo and 1 million barrels of Clove, both sourced from Angola.

Meanwhile, the contracts maintain commercial flexibility. In this way, IOC can negotiate terms directly with Petrobras, which increases supply security and reduces logistical uncertainties. This contractual model, therefore, favors more stable commercial relations.

Historic Decline of Russian Oil in Indian Imports

At the same time, Indian imports of Russian oil reached their lowest level in two years in December 2024. This retraction occurred after the adoption of stricter Western sanctions, which directly affected Russia’s export capacity, as per energy market analyses released during that period.

It is worth noting that India became the largest buyer of Russian oil after the onset of the war in Ukraine in 2022. However, in light of the new geopolitical scenario, the country began to seek alternatives to ensure its energy security and reduce commercial risks.

Expansion of Supplier Pool and New Global Balance

In line with this diversification strategy, IOC began purchasing oil from Colombia and made its first oil acquisition from Ecuador throughout 2024. This movement further expands the pool of Indian suppliers and reinforces the redistribution of the global oil market.

In this context, Brazil consolidates itself as one of the main beneficiaries of the reconfiguration of international energy trade, taking up a space previously occupied by Russia.

How far can this new Brazilian position turn into a long-term strategic partnership with India?
