Federal Government Regulates New Model of Social Benefit; Decree Published in the Official Gazette Details Eligibility Rules, Amount of Recharges, and Role of Agencies Such as Caixa, ANP, MDS, and Ministry of Mines and Energy
The president Luiz Inácio Lula da Silva officially announced, this Thursday (2), through Decree No. 12,649/2025, the regulation of the free benefit of the People’s Gas Aid, a social program that guarantees free refills of 13 kg liquefied petroleum gas (LPG) cylinders for families in vulnerable situations.
The measure was published in the Official Gazette of the Union (DOU) and is part of the federal government’s social policy package to expand protection for low-income families.

How the Free Benefit of the Gas Aid Works
According to the decree, beneficiary families will be able to pick up the gas cylinder at no cost at retailers accredited by the National Agency of Petroleum, Natural Gas, and Biofuels (ANP), with the operation carried out by Caixa Econômica Federal and by the Social Security Technology and Information Company (Dataprev).

The program will be directed to families registered in the Single Registry for Social Programs (CadÚnico), with a monthly per capita income of up to half of the minimum wage. Additionally, a registration update of less than 24 months is required.
The benefit will have a defined validity according to family size:
- 2 to 3 people: up to 4 refills per year, with a validity of three months each;
- 4 or more people: up to 6 refills per year, with a validity of two months each.
Families that do not use the benefit within the deadline will have the credit reverted to the Single Account of the National Treasury.
Gas Aid, Bolsa Família, and Other Social Programs
The decree makes it clear that the amounts from the Gas Aid will not be considered as income for the purposes of maintaining the Bolsa Família and other social programs. In practice, this means that beneficiaries will be able to accumulate both benefits, in addition to scholarships and social security benefits.
According to the Ministry of Development and Social Assistance, Family, and Fight Against Hunger (MDS), the free benefit model will have priority within public policy, potentially transitioning families that currently receive cash payments to the direct delivery model of refills, according to budget availability.
Management and Oversight of the Program
The execution and oversight of the Gas Aid will be shared between the MDS and the Ministry of Mines and Energy, with support from Caixa Econômica Federal and ANP. The accredited gas retailers must comply with tax regularity requirements and maintain standardized visual identity, clearly informing consumers of their participation in the program.
Gas distributors with more than 10% market share in a state must sign a commitment agreement with the Union to ensure access to the benefit even in municipalities without accredited retailers.
The Ministry of Finance and the Ministry of Mines and Energy will further define the regionally referenced LPG prices, which will serve as the basis for reimbursement of participating retailers.
Expected Impact of the Social Benefit
According to government technicians, the expectation is that the new format of the People’s Gas Aid will reach millions of families in poverty and extreme poverty, reducing the impact of rising cooking gas prices on household budgets.
The initiative also seeks to strengthen the social protection network of the Lula government, in synergy with the Bolsa Família and other income transfer programs.
Transparency and Fraud Prevention
Information about the benefit can be accessed through the official Gas Aid application, the Transparency Portal, and channels of Caixa Econômica Federal. The decree provides for audit mechanisms, traceability, and sanctions in cases of fraud, including the obligation of reimbursement to the treasury by beneficiaries who provide false information in the CadÚnico.
Gas Aid is a Priority in the Government’s Social Package
With the new decree, the Gas Aid becomes a permanent feature within policies to combat hunger and reduce energy inequality. The federal government emphasized that the measure is temporary, personal, and non-transferable, but may be accumulated with other social programs, expanding the reach of the protection network.
Implementation will be gradual, conditioned on budget availability and the adherence of gas retailers throughout the national territory.
