Starting in 2025, the Individual Microentrepreneur (MEI) will undergo significant transformations that will directly impact millions of self-employed workers and small business owners in Brazil. The main change is the new revenue limit for the MEI, which will increase from R$ 81,000 to R$ 130,000 per year, a rise of approximately 60%. This update, long awaited by the sector, aims to address the current economic reality and enable microentrepreneurs to expand their businesses without needing to migrate to more complex tax regimes.

Additionally, the government will implement new tax requirements, including the mandatory issuance of electronic invoices (NF-e) for all transactions, starting on April 1, 2025. As a result, microentrepreneurs will need to adapt to new tools and processes, increasing the transparency and formalization of their operations.

In this article, we will discuss in detail all the changes to MEI 2025, the impacts of the new revenue limit of the MEI, the new tax requirements, and the strategies that microentrepreneurs can adopt to ensure sustainable growth.

New Revenue Limit of the MEI Allows Expansion Without Need for Change of Regime

The update of the MEI revenue limit to R$ 130,000 represents a significant advancement for small businesses. The previous cap of R$ 81,000 often prevented activity expansion, causing many microentrepreneurs to exceed the limit and be automatically reclassified out of the regime.

With the change, microentrepreneurs will be able to earn an average of R$ 10,830 per month without losing the benefits of the MEI. This opens new opportunities for various sectors, including retail, services, and small industries, which will be able to increase their revenues without needing to migrate to the Microenterprise (ME) category, which has higher taxation and more bureaucracy.

Among the main advantages of this update are:

  • Greater Flexibility for business growth without the risk of reclassification.
  • Possibility of Reinvestment in the company, such as purchasing equipment or expanding the structure.
  • Lesser Impact of Inflation, ensuring that microentrepreneurs maintain their profitability.
  • Reduction of Informality, as many professionals avoided formalizing due to fear of exceeding the old limit.

According to estimates from the government, around 25% of MEIs were nearing or exceeding the R$ 81,000 limit. With the new margin, this number is expected to decrease, providing more legal security for microentrepreneurs.

Increase in Minimum Wage and Impact on MEI Contributions in 2025

Another important change in MEI 2025 relates to the adjustment of the minimum wage, which will rise to R$ 1,518. Since the monthly contribution of the MEI is calculated based on 5% of the minimum wage, the amounts of the payment guides will also see a slight increase.

Starting in January 2025, microentrepreneurs will need to pay the following monthly amounts:

  • R$ 75.90 for general activities (service providers, merchants, and industrialists).
  • R$ 76.90 for commerce and industry (an increase of R$ 1.00 for ICMS).
  • R$ 80.90 for service providers (an increase of R$ 5.00 for ISS).

The impact of the increase in contributions will be relatively small, but it is essential that microentrepreneurs keep their payments up to date to ensure access to benefits such as retirement, sick leave, and maternity pay.

One of the main challenges facing the MEI is delinquency. In 2023, approximately 40% of MEIs had late payments, which compromised the regularity of their businesses and access to social security rights.

To avoid problems, experts recommend:

  • Financial Organization, separating personal and business accounts.
  • Use of Management Apps to track contribution due dates.
  • Cash Planning, ensuring that the guide amount is reserved every month.

Mandatory Electronic Invoice Requires Adaptation from Microentrepreneurs

Starting on April 1, 2025, all microentrepreneurs will be required to issue electronic invoices (NF-e or NFC-e) in their operations, regardless of the type of client (individual or legal entity). This requirement aims to further formalize the sector, preventing fraud and ensuring greater control over tax collection.

Although this change brings advantages, such as increased credibility for the business, it also poses a challenge for many microentrepreneurs, particularly those with less familiarity with technology. Issuing an invoice will require the use of digital platforms, which may incur additional costs, such as acquiring systems or accounting services.

Some strategies to facilitate this transition include:

  • Use of the Simples Nacional Portal, which provides a free tool for issuing invoices.
  • Investment in Management Apps, which helps automate the process.
  • Training and Courses on the New System, offered for free by Sebrae and other institutions.

The requirement for electronic invoices is a step forward for business transparency and will enable microentrepreneurs to participate in bidding, formalize contracts with larger companies, and increase their competitiveness in the market.

What Happens If Revenue Exceeds the Limit of R$ 130 Thousand in 2025?

If a microentrepreneur exceeds the new revenue limit of the MEI, they will have two possibilities, depending on the exceeded amount:

  • Excess of up to 20% (up to R$ 156,000): The MEI may remain in the regime until the end of the year, as long as they pay a supplementary guide with taxes on the exceeded amount.
  • Excess above 20%: The microentrepreneur will be automatically reclassified and will migrate to the Microenterprise (ME) category, being taxed under the Simples Nacional, with rates between 4% and 13.3%, in addition to additional tax obligations.

To avoid tax problems and surprises at the end of the year, it is recommended that microentrepreneurs:

  • Monitor their monthly revenue to avoid exceeding the ceiling without planning.
  • Consider hiring an accountant to evaluate the best tax strategy.
  • Plan for business growth, deciding the right time to migrate regimes, if necessary.

Por que falam que o teto do MEI foi alterado, sendo q nem foi votado ainda!!!!
Ao invés de falarem inverdades, deveríamos nos unir e pressionar os responsáveis pela votação dessa alteração do teto de 81.000,00 para 130.000,00.
