Cearense Municipality Leads National Indicator of Creative Jobs, Surpassing Capitals and Drawing Attention from Experts for Unprecedented Concentration of Formal Workers in the Sector, According to a Survey by CLP That Evaluated Hundreds of Brazilian Cities of Medium and Large Size.

Eusébio, a municipality in the Metropolitan Region of Fortaleza, appears at the top of a national snapshot on the creative economy by leading the indicator of formal job generation in the sector in the Municipal Competitiveness Ranking by the Public Leadership Center (CLP).

The city achieved a score of 100 and outperformed other 418 Brazilian cities with more than 80,000 inhabitants evaluated in the survey, which considers the participation of formally registered workers in activities related to the creative economy.

This performance also draws attention to the weight of the creative sector in the local market.

According to the disclosed data, 13.42% of Eusébio’s formal workforce is employed in companies classified as creative economy.

The percentage surpasses that observed in large urban centers and is well above the median registered in Ceará for the same indicator, according to reports that covered the results.

Competitiveness Ranking and Creative Economy

The Municipal Competitiveness Ranking gathers indicators to compare management capacity and development environment in Brazilian cities.

In the snapshot that placed Eusébio in the top position, the analysis considered formally employed workers in establishments linked to the creative economy.

The data is based on the stock of registered links as of December, as described in articles covering the disclosure.

Although the term “creative economy” is often associated with culture and entertainment, the concept used in studies and public policies usually encompasses activities in which talent, knowledge, and innovation are the main inputs.

This set includes segments such as advertising and marketing, technology, audiovisual, design, digital games, and related areas that combine creation and services that are intensive in intellectual capital.

Fortaleza in the Top 10 and Ceará’s Performance

In addition to Eusébio, the capital of Ceará also appears among the top ten in the indicator.

Fortaleza ranked 10th, with a score of 44.34, according to publications that detailed the list.

The snapshot of formal workers’ participation in the sector highlights significant differences within the state itself.

While Eusébio has 13.42% of formal links concentrated in the creative economy, Fortaleza registers 5.96%.

This number, although lower, still stands out in the national context when compared to other capitals mentioned in these reports.

However, the advancement is not uniformly distributed.

The material that echoed the ranking mentions that the median of Ceará’s municipalities in this indicator is 0.94%.

This percentage is below the national median, which is 1.05%.

This data reinforces the concentration of creative dynamism in a few cities in the state.

Public Policies and the Case of Eusébio

Among the explanations presented for the result, CLP attributes the performance to policies focused on the creative economy and a local environment that managed to attract and retain activities from the sector.

In a report from Diário do Nordeste, Pedro Trippi, Technical Intelligence Coordinator at CLP, points to the municipality as a reference for other cities trying to structure public actions aimed at this type of economic activity.

In practice, the indicator serves as a temperature gauge of how much the creative economy has been integrated into the formal job market of each city.

The case of Eusébio gains additional weight for being a medium-sized municipality in the national context.

Even so, it managed to surpass capitals and centers historically recognized for cultural production, services, and innovation.

Creative Economy in Brazil and Ceará

The local result occurs at a time when the creative economy appears as a relevant part of the Brazilian economy.

Firjan reports, in the Mapping of the Creative Industry 2025, that the creative industry represented 3.59% of the country’s GDP.

The sector generated R$ 393.3 billion in 2023.

The same set of data is also cited by Agência Brasil, which reported the estimate and pointed out the volume of formal jobs in the segment in the country.

In Ceará, analyses based on Firjan’s mapping indicate an environment with potential to expand this type of activity.

The scenario combines professional training, service chains, and logistical connections.

Content from Sebrae Ceará, when addressing the topic, cites that the GDP of Ceará’s creative enterprises amounted to R$ 9.1 billion in 2023.

The state appears among the largest in the country in this segment.

Even so, the very numbers highlighted in the reports regarding the ranking suggest a central challenge.

The challenge is to transform cases of high performance into a more widespread movement.

Expansion requires greater participation from municipalities outside metropolitan areas.

It also involves reducing dependence on a few hubs with a strong concentration of creative companies and jobs.

With Eusébio at the top and Fortaleza among the top ten, the lingering question is how other cities in Ceará and the Northeast will manage to convert this momentum into more distributed and lasting creative jobs in the coming years.
