Inocência, located 331 kilometers from Campo Grande, will gain a new industrial unit focused on supplying inputs for the pulp chain.
The Peróxidos do Brasil, a joint venture between the Solvay Group and PQM (Produtos Químicos Makay), confirmed the installation of a factory that is expected to operate in 2028, alongside Arauco’s pulp complex, reinforcing Mato Grosso do Sul’s positioning as the “Pulp Valley.”

New Industrial Neighborhood and Operation Schedule
According to the head of Semadesc, Jaime Verruck, the plant “will be next to Arauco’s factory and is expected to start operating in 2028“, in line with the advancement of the state’s pulp hub.
In a post on social media, the secretary stated that the investment cycle has already exceeded R$ 100 billion in industrial projects in Mato Grosso do Sul.
What Peróxidos Will Produce
Although the initiative is announced as a “hydrogen factory,” the product supplied by the company is hydrogen peroxide (H₂O₂), a widely used input in fiber bleaching in the pulp industry.
The Peróxidos do Brasil has been producing H₂O₂ in the country since the 1970s and maintains its main unit in Curitiba, identified by the company as the largest hydrogen peroxide plant for the market in the world.
The company also operates distribution terminals in Argentina, Chile, and Colombia, to ensure supply in the region.
On-Site Model and Technology History
The company’s strategy includes the myH₂O₂ concept, which foresees on-site units within or next to pulp factories, reducing logistical costs and emissions from transporting the input.
In 2017, Peróxidos implemented the first “satellite” unit of this type in Maranhão, operated remotely from Curitiba, to service a facility in the sector.
The same logic is expected to guide the project in Inocência, integrated with Arauco’s demand.
Project Sucuriú: Scale, Investment, and Jobs
Arauco’s neighbor in the new project is building the pulp factory known as Project Sucuriú in Inocência, with an annual capacity of 3.5 million tons and is expected to start operations by the end of 2027.
The total disclosed investment by the company is US$ 4.6 billion, which, in market estimates, is also converted to around R$ 24 billion to R$ 25 billion.
At the peak of the works, implementation is expected to generate around 14,000 jobs, according to local and state government disclosures.
Impact on the “Pulp Valley” in Mato Grosso do Sul
The industrial densification around the pulp industry is seen by the state government as a development axis.
The State mentions it will be the fifth pulp factory to be established in Mato Grosso do Sul with the arrival of Arauco’s project, consolidating what is called the “Pulp Valley”.
In 2025, Semadesc recorded official launch events for the project with this classification, along with data indicating the relevance of the commodity in the export agenda of Mato Grosso do Sul.
Supply Chain and Operational Gains
The presence of a hydrogen peroxide unit next to the pulp factory tends to reduce supply risks and transportation costs of a critical input, in addition to allowing fine production adjustments according to seasonal demand.
Peroxide is applied in the bleaching of pulp stages, contributing to quality standards and energy efficiency.
In logistical terms, contiguous production also reduces the movement of hazardous loads over long distances.
These operational characteristics are consistent with the myH₂O₂ model and with the supply practice that Peróxidos has been expanding in South America.
Who is Peróxidos do Brasil
Peróxidos do Brasil is a joint venture between the Solvay Group and PQM (Produtos Químicos Makay).
The company reports an annual capacity of 250,000 tons in Curitiba and a regional presence through terminals and units in South America.
In 2025, Solvay highlighted investments to expand the group’s operations on the continent, including a plant in Chile, in the industrial park of Coronel, in the Biobío region, the only H₂O₂ industrial unit on the southern Pacific coast.
Jobs and Expected Local Effects
While Arauco reports thousands of positions in the implementation phase, the number of jobs directly linked to the Peróxidos factory has not been disclosed yet.
The trend, however, is that the proximity between the plants will enhance indirect hiring in logistics, maintenance, and technical services, in addition to training specialized labor in the region.
This effect is already observed in other pulp hubs in the state.

In a public message, Jaime Verruck emphasized that the project “consolidates the State as a global reference in the pulp and paper chain.”
According to him, “the new plant will be adjacent to Arauco’s factory and is expected to start operating in 2028,” reinforcing the investment cycle that has been transforming the industrial park of Mato Grosso do Sul.
Upcoming Milestones and Points to Monitor
Before the start of operations, stages of licensing, civil works, commissioning, and system integration with the pulp unit are expected.
The logistical planning of the surrounding area of Inocência is also expected to advance, as the State has been directing concessions and infrastructure improvements to accommodate the growth of forest and pulp production, focusing on the so-called Pulp Route.
With the peroxide factory next to the largest pulp plant in the country to be built in a single phase, Inocência gains a productive arrangement that combines scale and efficiency.
