Federal deputy Amom Mandel (Cidadania-AM) announced that he will file a constitutional amendment proposal to transform councilors in cities with up to 30 thousand inhabitants into advisors, without a fixed salary. The measure, still in the final drafting phase, foresees cost assistance per session held and is expected to be presented to the Chamber of Deputies next week.
Amom stated that he has garnered support from 20 to 30 deputies to file the PEC. To initiate the processing, at least 171 signatures are required in the Chamber.
Proposal for councilors of small municipalities
The PEC targets municipal chambers in cities with up to 30 thousand inhabitants and replaces the fixed remuneration of councilors with payments linked to the sessions held. Under the proposal, these parliamentarians would act as advisors.

In Amom Mandel’s assessment, the change could enhance the security of minorities in the Legislative and strengthen the oversight of parliamentary activities. The deputy also advocates for changes that would affect chambers in larger cities.
Changes beyond municipal chambers
The proposal is not limited to smaller municipalities and, according to the deputy, could advance to other models of legislative functioning. Amom also stated that he intends to modify internal guidelines of the Chamber of Deputies.
Among the points he advocates is the change in the resource transfer system, so that the transfer occurs automatically. The intention is to remove this step from any evaluation by the Executive Branch.
Amom’s statements about councilors resonate
A former councilor of Manaus from 2021 to 2023, Amom stated on Tuesday (8) that, upon taking office in 2021, he discovered that “councilor and shit are the same thing.” He added that, upon arriving at the Chamber of Deputies in 2023, he found that a federal deputy is the same as a councilor.
The statement had a negative impact in Amazonas and was met with criticism from state deputies in the Legislative Assembly of Amazonas. On social media, Amom Mandel mocked the comments received, while the discussion about councilors and the scope of the proposal gained new political weight.
