Rio de Janeiro is the first state to open the natural gas market. According to the new rules approved yesterday (12) by the State Regulatory Agency for Energy and Basic Sanitation (Agenersa), the figure of the free consumer is created, allowing them the autonomy of where and whom to buy natural gas from.

Currently, in the state of Rio, any consumer wanting to buy gas must purchase it from the distributor Naturgy (formerly Ceg). With the changes, the consumer can build their own gas pipeline, which until now was the responsibility of the distributor, making the implementation of new projects difficult.

To be considered a free consumer in Rio, one has to consume above 10,000 cubic meters of natural gas per day. In practice, the beneficiaries will be medium to large companies and industries, as the regulatory agency indicated. However, for residential consumers, this measure does not apply, given that daily consumption is much lower than the proposed value.
Furthermore, according to Agenersa, the rule will only apply to new projects and expansions. Current ones will remain unchanged. According to the agency’s president consultant, “the idea was to bring medium-sized companies into the opening of the natural gas market in Rio de Janeiro. The changes will unlock a series of investments, such as the Marlim 1 thermoelectric plant in Macaé. It will also unblock investments in Petrobras’ thermoelectric plant at Comperj and also in the Port of Açu, in addition to expansions of steel mills, among others.”
According to O Globo, the resolution from Agenersa will take effect from its publication in the State Official Gazette (DOE), expected next Friday.
