Resolution ANEEL No. 1,098/2024 Impacts the Solar Energy Market in Brazil, but Technologies Such as Solar Storage Systems Open New Opportunities.
The Resolution ANEEL No. 1,098/2024 brings significant changes to the solar energy sector in Brazil, but it is interesting to note how new technologies, such as solar energy storage systems, are creating new perspectives and opportunities.
Given the current scenario, photovoltaic energy faces significant challenges in the Brazilian market. However, the continuous development of innovative solutions allows for the emergence of new horizons. It is crucial to explore these opportunities offered by solar energy, leveraging the potential of new technologies that promise to revolutionize the market and strengthen the country’s energy sustainability.
Promising Investments in Solar Storage Systems
The solar storage system represents an extremely promising niche for new markets and new consumers. Photo: ‘With the recent changes in the national scenario, the trend is for hybrid inverters to become as common as any household appliance’, says Gilberto Camargos, Executive Director of SolaX Power in Brazil The solar energy sector experienced significant upheaval on July 31, when ANEEL (National Electric Energy Agency) announced the publication of Regulatory Resolution No. 1,098/2024, which amends Regulatory Resolution No. 1,000/2021. This change provided important clarifications on the analysis of flow inversion for Distributed Generation systems.

How the New Resolution Affects the Brazilian Solar Market
The new ANEEL determination raises the question: how will this impact the solar energy market in Brazil? Are there new possibilities for investment and the success of Brazilian entrepreneurs? The answer is definitely yes. Whenever there is a challenge, technology comes to the rescue.
The Evolution of the Solar Market in Brazil
Previously, convincing customers that solar energy was an economically viable and sustainable solution was a daunting task, especially because solar financing was practically unfeasible due to high-interest rates. This made it difficult for many people to acquire the equipment. However, industry professionals still managed to generate good financial returns from selling photovoltaic energy equipment. As the solar market grew, achieving 200% to 300% annually, the scenario began to change significantly.
The Challenges of 2023 and the Turning Point
In 2023, the Brazilian solar energy sector faced a challenging year. In the first half, there was a contraction of nearly 90% due to various factors: a poorly managed advertising campaign by the industry itself, a market credit crisis, and the change in federal government. In the second half of 2023, the solar market began to recover and, by 2024, resumed growth. However, the new resolution on flow inversion, which began in Minas Gerais with Cemig (Electric Power Company of Minas Gerais) and expanded nationwide, had significant impacts. In Minas Gerais, about 1,200 companies in the sector have already closed their doors this year.
Implications of the New Resolution and Future Perspectives
The new resolution ‘killed’ practically microgeneration, which was at 75 kw/h, limiting it to only 7.5 kw/h, in addition to disregarding the acquired right to inject energy into the grid. Despite the challenges, technological adaptation is a clear trend. In the Brazilian solar scenario, there is the potential to isolate from the grid. For entrepreneurs in the sector, studying how other global markets are doing is essential. Abroad, feeding energy into the grid is already prohibited in many countries, which increases the demand for batteries and inverters, essential components in solar energy storage systems.
The Popularization of Hybrid Inverters and the New Regulations in Force
There is a trend for inverters to become common household appliances, due to the various benefits they offer, such as efficient energy management and enhanced energy security. Given the current regulations, the market potential is enormous to meet the demands of Brazilian consumers. One concern has always been cost, but the popularization of electric vehicles has significantly reduced battery prices. Between 1990 and 2018, battery prices fell by 95%, continuing to decrease by 7% to 10% annually.
Financial Return and Expansion of Target Audience
Five years ago, the conventional solar energy system had a payback of 3 to 7 years. Currently, a battery system achieves the same 7-year payback period. This makes the solar storage system a financially viable option, possessing multiple benefits that add value for the customer. This system also allows for an expanded range of clients and businesses, as, unlike traditional photovoltaic systems that required a roof for installation, now even apartments can be equipped with batteries.
Promising Trends for the Solar Energy Sector
Despite the new resolution on flow inversion, the Brazilian solar energy sector has other completely viable and promising market options. There is a path to dissociate from grid-connected systems, offering storage system alternatives that can revolutionize the sector. Innovation and technological adaptation will be essential for the next steps in the Brazilian solar market.
