Agreement Aims to Promote Environmental Preservation with Direct Impact on Carbon Capture and Restoration of Degraded Areas
BNDES and Petrobras announced on Monday, 31, an initiative to combat deforestation and encourage environmental recovery in the Amazon. The project, called ProFloresta+, will restore up to 50,000 hectares of degraded areas, equivalent to 50,000 soccer fields.
The goal is ambitious: to capture 15 million tons of carbon, the same as 8.94 million cars emit annually.
Unprecedented Partnership between Public Companies

Petrobras will act as the purchaser of the credits. The idea is simple: reforest and sell the carbon stored by the trees. But the execution involves billions of reais and complex logistics.
In the first phase, a tender will be published to contract up to 5 million carbon credits. This should cover 15,000 hectares and generate over R$ 450 million in investments. Furthermore, the program will create around 4,500 direct jobs just in restoration.
The market consultation has already begun. Interested companies may contribute suggestions for the tender and standard contract.
The process is being conducted transparently, which should help create a solid reference for future projects in the sector.
How ProFloresta+ Will Work
The selected projects must use native species and adhere to rigorous technical criteria. The carbon credits generated will be purchased by Petrobras under long-term contracts. These contracts will ensure financial security for the project developers.
BNDES will offer special credit lines, such as the Climate Fund. This will enable small and medium projects to access the necessary financing, with terms and rates suitable for the type of activity.
For Petrobras, the initiative is strategic. According to the company’s president, Magda Chambriard, the program will allow them to meet climate commitments with high-quality credits, in addition to strengthening the restoration sector in Brazil.
Transparency and Standards for the Market
One of the differentiators of ProFloresta+ is the creation of a standard contract, with public technical parameters. This provides more predictability and legal security for all parties involved. It is the first time that a restoration carbon transaction will be conducted so transparently in the country.
The project received technical support from the Nature Investment Lab (NIL), which acted as a facilitator with specialists. NIL is an initiative focused on nature-based solutions, aiming at replicable business models.
The Climate and Society Institute (iCS) is also participating, along with organizations like Agroícone and Imaflora, responsible for defining the technical and socio-environmental criteria. The law firm Mattos Filho provided legal advice. This entire structure aims to serve as a model for new similar initiatives.
An Important Step for the Amazon
BNDES’s Socio-environmental Director, Tereza Campello, highlights that the project adds to other efforts by the bank to protect the Amazon biome. She notes that the Deforestation Arc—one of the most critical areas of the forest—is at the center of the actions.
The proposal is to transform it into the Restoration Arc, a symbol of environmental and social recovery. According to Campello, the climate crisis requires urgent and coordinated actions, especially in the most degraded areas of the forest.
Maurício Tolmasquim, Petrobras’s Energy Transition Director, adds: the goal is to establish a contract that serves as a reference for the entire restoration carbon market in Brazil, with a high level of technical and environmental integrity.

Companies and institutions interested in participating in the market consultation should send an email to profloresta@petrobras.com.br requesting registration. From there, they will receive the complete material with the draft tender and the purchase contract for credits.
