State-Owned Company Reactivates Factories That Will Increase National Production
The Petrobras announced on Friday, October 10, 2025, that it will resume supplying 20% of the national demand for nitrogenous fertilizers starting in 2026.
This decision marks a new phase for the state-owned company, which aims to strengthen the national industry and reduce external dependence.
The resumption will occur after the reactivation of three industrial units that had been inactive, which represents a decisive step for the sector.
The statement was made by the president of the state company, Magda Chambriard, during an event held in Bahia, in the presence of President Luiz Inácio Lula da Silva.
According to Chambriard, the Bahia factory is expected to supply 5% of the urea market, while the Sergipe unit will meet 7% of the national demand, reinforcing the company’s commitment to internal production.
Additionally, the Ansa plant, located in Paraná, has already begun its operational resumption process, demonstrating the ongoing progress of the strategic plan.
It will be responsible for 8% of Brazilian urea supply, according to the company’s strategic plan, consolidating an important productive advance.
Investment to Reduce External Dependence
The executive highlighted that, concurrently, Petrobras is working to put the Nitrogen Fertilizer Unit III (UFN-III) into operation, located in Três Lagoas (MS).
This unit, currently in the contracting phase, will account for an additional 15% of national demand when it comes online, significantly increasing internal supply.
As a result, Petrobras’ total system capacity will reach 35% of Brazil’s needs, strengthening the country’s agricultural security.

Thus, the federal government has reinforced policies to encourage national production, especially as rising international costs pressure the Brazilian agribusiness.
Furthermore, expanding internal production will help reduce logistical and exchange vulnerabilities, boosting industry competitiveness.
Investment Resumption Driven by the Government
Since the beginning of his third term, President Lula has advocated for the return of Petrobras to the fertilizers sector, which was demobilized in previous administrations.
Therefore, reindustrialization has become a priority, as has reducing dependence on imports, central elements of the government’s industrial policy.
With this initiative, Palácio do Planalto sees Petrobras as a strategic development tool capable of stimulating growth and generating jobs across the country.
During the event, Chambriard emphasized that the state company, as a public enterprise, understands its role in economic growth and the promotion of national sovereignty.
“With the public policies emanating from the federal government and with the support of the shareholders, we are aware of Petrobras’ strategic role for Brazil,” the executive stated.
She reinforced the company’s commitment to national self-sufficiency, highlighting that returning to the fertilizers segment will be essential for economic balance.
Thus, Petrobras is set to play a decisive role in the integration of the agribusiness production chain, contributing to the country’s food security.
New Investments in Bahia Strengthen the Sector
The event also marked the announcement of new investments by Petrobras, totaling BRL 2.6 billion in Bahia, strengthening the regional industrial park.
The package includes orders for the naval sector and modernization of the local fertilizer factory, reinforcing the importance of productive diversification.
These measures strengthen the industrial hub in Bahia, in addition to generating direct and indirect jobs and boosting the regional economy.
This movement is part of Petrobras’ strategy to recompose its value chain, ensuring greater autonomy and productivity.
The company aims to become a key player again in the production of nitrogenous fertilizers, essential inputs for the national agribusiness.
The sector accounts for about 25% of Brazil’s GDP, according to the IBGE, and has been the engine of growth in various regions of the country.
Perspectives for 2026
With the three reactivated units and the completion of UFN-III, Petrobras intends to reduce the country’s vulnerability to fluctuations in the international market and increase its competitiveness.
Thus, Brazil is expected to strengthen its productive sovereignty, especially in a global context of competition for agricultural inputs and price instability.
At the end of the event, Magda Chambriard stated that Petrobras is proud to invest again in strategic areas, reinforcing its role in sustainable development.
She highlighted that the projects ensure economic stability, job creation, and industrial growth in various regions of the country.
