Both Located in the Pre-Salt of the Santos Basin, the Sepia and Atapu Blocks Will Be Auctioned in the 2nd Round of the ANP’s Non-Onerous Assignment in December
With an expected investment of R$ 204 billion from the auction of the Sepia and Atapu areas, the MME held a public hearing yesterday, through the National Petroleum Agency (ANP), regarding the 2nd Round of Bidding for the Exceeding Volumes of the Non-Onerous Assignment under the production sharing regime. The auction of the areas in the pre-salt of the Santos Basin is scheduled for the end of this year. Auction of Areas in the Pre-Salt of the Santos Basin
After conducting a Public Consultation, Public Hearing No. 08/2021, held via videoconference, the ANP reported that it received 594 contributions, with 182 to the pre-edital and 412 to the draft sharing contracts for this second round of auction, in which the Sepia and Atapu blocks, located in the pre-salt of the Santos Basin, will be negotiated.
The Executive Deputy Secretary of the Ministry of Mines and Energy (MME), Bruno Eustáquio, stated that this moment is historic and needs to be celebrated. He highlighted, in addition to the technical team of the MME, the participation of Pré-Sal Petróleo S.A (PPSA), the ANP, and the Energy Research Company (EPE), in the project of the bid in the Santos Basin, and emphasized the importance of the Federal Court of Accounts (TCU), “which gave an important recommendation in this structuring.”

Modifications in the Auction of the Sepia and Atapu Blocks
Among the changes made for the new auction, scheduled for December 17, is the prior publication of the compensation values that must be paid to Petrobras by the winners, due to the investments already made in the areas in the Santos Basin. There was also the publication in the auction call notice of the model of the co-participation agreement that will be signed between Petrobras and the winners of the bid. “We learned a lot from the first bid to the current one and did our homework,” said ANP director, Dirceu Amorelli, during the hearing.
The signing bonus amounts in the new round will be R$ 7.13 billion for Sepia and R$ 4 billion for Atapu. The minimum percentages of the excess oil for the Union will be 15.02% for the Sepia field and 5.89% for Atapu. The ANP received 594 contributions from eight agents, including major oil companies like ExxonMobil, Equinor, and Chevron.
The non-onerous assignment is a direct hiring regime for areas for Petrobras. Due to the discovery of volumes exceeding the maximum established for exploration and production by the state-owned company, the government opted to allow new partners to join the areas.

The Sepia field, an area of the non-onerous assignment in the pre-salt of the Santos Basin, will begin production in August by Petrobras. The FPSO Carioca, which will be responsible for production, has left the Brasfels Shipyard in Angra dos Reis, heading to the Santos Basin (the platform will be Petrobras’s largest, both in terms of production volume and complexity).
Sepia is one of the areas of the non-onerous assignment in the pre-salt of the Santos Basin. On December 17, the government will auction – for the second time – the excess volume of oil for the project, along with the Atapu field. The Petrobras has already expressed its right of preference and will be the operator of the area with at least 30% participation.
