Government Will Transfer R$ 23 Million to the National Public Security Force, Related to Environmental Fines Imposed on Petrobras
The Government of Jair Bolsonaro decided to negotiate a million-dollar reduction on environmental fines imposed on Petrobras, aiming to allocate resources to the National Force. This gesture will be welcomed by environmental agencies, which are lacking budget to manage their basic activities. The amount to be transferred to the National Public Security Force, which is under the control of the Ministry of Justice, will be R$ 23.339 million.

Discount on Environmental Fines of Petrobras
Estadão’s team may have access to excerpts of the contract between Petrobras and the Government, which are expected to be signed in the future and are already in the office of Eduardo Fortunato Bim, president of Ibama. If there had been no negotiation regarding the environmental fines, Petrobras would have to pay about R$ 58.349 million; however, with the 60% discount, Petrobras’ debt was reduced to R$ 23.339 million.
Petrobras, which leads the list of companies most frequently fined for environmental issues imposed by the Government’s agency, will transfer this amount to the National Public Security Fund of the National Force, which is under the management and execution of the Ministry of Justice and Public Security.

Government Had Announced It Would Double Resources in Environmental Oversight Agencies
Last week, when President Jair Bolsonaro confirmed that he would double the resources in oversight agencies, such as Ibama and the Chico Mendes Institute for Biodiversity, exactly the opposite of what was announced occurred, with new cuts in the budgets of the oversight agencies.
Ricardo Salles, Minister of the Environment (MMA), announced that an agreement was made between the Government and the Ministry of Economic Affairs to restore the budgets of both agencies (Ibama and ICMBio) to 2021 levels and expand funding in the environmental oversight agencies as promised.
The Minister of the Environment also states that about R$ 270 million will be transferred to both agencies, mentioning that the budgets of Ibama and ICMBio will be fully restored with his request to the Government.

Petrobras Has Strong Influence on the Decline in Oil Production
ANP – National Agency of Oil, Natural Gas and Biofuels, released data last Monday (04/26) via Reuters, indicating that Brazilian oil production fell by 6% in the 1st quarter compared to the same period last year. This decrease in production was significantly influenced by Petrobras, due to a reduction in the state-owned company’s oil production.
Petrobras had a production of 2.1 million barrels of oil per day in the 1st quarter, the period from January to March of this year. According to the National Agency of Oil, Natural Gas and Biofuels, there was a decline of 5%. The Brazilian state-owned company, which is responsible for 75% of the production in the country, also experienced a drop of 1% in terms of natural gas production, reaching 96.5 million cubic meters per day, according to the data.
