The aim of the state government with the zero ICMS rate is to attract new ventures to Rio de Janeiro, offering more advantages for investors interested in building thermoelectric plants.
The tax exemption on gas for thermoelectric plants is already adopted in other states, such as São Paulo and Bahia, and had not yet been incorporated into the tax regime of Rio de Janeiro due to the state’s fiscal recovery program.
Today, the ICMS on gas purchased for thermoelectric plants generates tax credits, but they cannot pass them on to their products because the energy they produce is consumed in other states.
According to the secretary, the government plans to publish the decree soon, targeting the companies that will participate in the next energy auction scheduled for October 18.
According to Tristão, there are thermoelectric plants registered to participate in the auction and that can benefit from the new measure as soon as it is published. He states that companies already operating in the state will also be included in the new decree.
In addition to new investments, the expectation of the government of Rio is that the measure will generate a reduction in energy costs for consumers. “Today, the highest energy taxation in the country comes from Rio de Janeiro. The reduction in energy prices will come from the reduction in the price of inputs,” highlights Tristão.
The government will ask for compensations, in terms of investments, for the tax renunciation, but according to the secretary, there is still no definition of how this will be done.
