The drought in rural settlements worsened in August as severe cases surged from 44 to 216 in just one month, while 122 municipalities had over 80% of their agricultural areas potentially affected.

The monitoring report was released by Cemaden on September 2, combining climate indicators with territorial cuts. It tracks municipalities, settlements, indigenous areas, conservation units, and productive zones.

In the settlements, the deterioration was not limited to severe cases. Reports of moderate drought increased from 309 to 1,208 between July and August.

Thirty-two settlements are now classified under extreme drought, with one in exceptional condition located in Monte Alegre, Pará. The critical categories are mainly concentrated in Sergipe, Bahia, and Alagoas.

According to the official bulletin from Cemaden, moderate drought reached a broader area, particularly affecting Bahia, Pará, Pernambuco, Tocantins, Goiás, and Mato Grosso.

The figures describe the area under climatic conditions, not a direct count of families that have lost production. To measure damage, it is still necessary to cross-reference crop types, growth phases, water availability, and local management.

Severe Settlements Increase Nearly Fivefold

The increase from 44 to 216 settlements represents 172 new severe records. In just one month, this category has grown to nearly five times the previous total.

The integrated classification considers rainfall, soil moisture, and vegetation condition. This combination prevents reliance on a single data point to describe productive territory.

Meteorological drought begins with a lack of precipitation. When it persists, it reduces water in the soil and waterways, affecting agricultural production, pastures, storage, and supply.

In a settlement, the response capability varies between lots. Families with cisterns, wells, animal food reserves, or irrigation face the same climate with different tools.

For this reason, the map serves as a signal to prioritize field verification. It indicates where to look for impact before all productive information is consolidated.

The exceptional class in Monte Alegre occupies the extreme end of the index. A single record does not diminish its severity, as it indicates a rare condition within the scale used by the center.

The 32 extreme occurrences expand the group requiring immediate attention. Water for human and animal consumption is usually prioritized, followed by the preservation of herds and permanent crops.

The 1,208 moderate settlements form an extensive front. Some may improve with rainfall; others could advance to worse classifications if the deficit continues.

We should not wait for the maximum category to act. Preparing distribution, technical assistance, and support lines during moderate phases reduces pressure when drought intensifies.

The bulletin also recorded improvements in indigenous areas, with a drop from 17 to 11 poles in severe drought. This confirms that conditions vary significantly between cuts and regions.

The impacts depend on the duration of the drought, the type of production, and the available water infrastructure.

Bahia Hosts 57 Municipalities with Over 80% of Area Affected

In the agro-productive areas, 208 municipalities had at least 40% of agricultural or pasture territory potentially impacted. This total dropped seven positions from 215 in July.

The apparent improvement hides a greater concentration at the higher levels. There were 122 municipalities above 80%, eleven more than the previous month.

Bahia led this group with 57 municipalities. Sergipe reported 29, and Alagoas had 25. Together, these three states accounted for most of the occurrences.

In the range between 60% and 80%, there were 42 municipalities. Bahia had 17, Alagoas nine, Sergipe eight, and Amazonas six among the top records.

Another 44 municipalities showed between 40% to 60% of the potentially affected area. Again, Bahia, Sergipe, and Alagoas concentrated a significant portion of the data.

Territorial percentages do not equate to the same economic losses everywhere. A pasture area, a rain-fed crop, and an irrigated cultivation respond differently.

Even so, surpassing 80% of the agricultural area leaves little room to shift production within the municipality. The issue becomes less localized and reaches the municipal productive base.

Producers can adjust planting, reduce animal stocking, or anticipate feed purchases. These decisions incur costs and depend on forecasting, credit, and technical guidance.

Municipalities use monitoring to document the situation and plan responses. Cemaden also receives reports of occurrences, which help relate the index to the effects observed in the territory.

I see two simultaneous movements in the report: strong expansion over settlements and concentration of productive impact in part of the Northeast. Both require specific monitoring, not a uniform national response.

Future rains may alter the index, but soil, reservoir, and pasture recovery do not occur at the same pace. Isolated precipitation may relieve conditions without necessarily ending the drought.

Furthermore, crops in different stages respond unequally. A newly planted crop may lose germination, while another nearing harvest suffers more from weight and quality loss.

In livestock, short pasture forces supplementation or herd reduction. If many producers buy feed simultaneously, availability and prices can further pressure local income.

Public responses may combine water trucks, well recovery, and productive assistance. Choosing the measure depends on confirming in the field what impact lies behind the climatic classification.

According to the method itself, the term “potentially affected” maintains this caution. The indicator points to exposure, while actual losses need to be measured through agricultural surveys and municipal reports.

The August data acts as a snapshot of a process. Comparison with September will show whether the 216 settlements have begun to move out of the severe category or if the deficit has continued.

Until then, the monthly jump provides a clear warning. Rural areas with less infrastructure tend to feel the combination of water scarcity and threatened production earlier.
