The Discussion About Creating a Fee for Pollution Caused by Congonhas Airport Has Returned to the Agenda in Recent Days.
The proposal suggests creating a monitoring fee for pollution and aircraft noise at the airport, equivalent to R$ 30 per passenger to be collected by the concessionaire. Even though the suggestion was made by residents around the airport, the Executive Secretary of the Climate Change Secretary of São Paulo City, Antonio Fernando Pinheiro Pedro, claims that the idea has generated interest from the City Hall.
The Current Scenario of Pollution in Congonhas
The pollution caused by airplanes is a growing problem worldwide, and Congonhas, one of the busiest airports in Brazil, is not immune to this reality. The concentration of suspended particulate matter in the air (PM2.5 and PM10) has exceeded the limits recommended by the World Health Organization (WHO) around the airport.

What the New Fee Proposes
According to the proposal suggested by the residents, the pollution monitoring fee and aircraft noise would be collected by the airport’s concessionaire and charged proportionally to the number of passengers, with the fee set at R$ 30 per passenger. However, there is still no information on how this fee would be collected and managed, nor has the potential impact on ticket prices and other airport fees been disclosed.
The Role of the Climate Change Secretary
Although the suggestion from residents has not yet reached the Climate Change Secretary, the Executive Secretary of the agency states that the idea is welcome and needs to be evaluated. According to Pinheiro Pedro, the proposal should be discussed with Seclima, as it involves an issue related to air transport operations in the city, which significantly contributes to the emission of greenhouse gases.
However, the Secretary emphasizes that this discussion is not new. The Climate Change Secretary has already previously discussed the issue in the Legislative Assembly of the State of São Paulo (Alesp), and the topic has a positive outlook.
Congonhas Airport
The Congonhas Airport is an important gateway in and out of the city of São Paulo, but it is also one of the largest polluters in the region.
