Through the PAC, Works on the Transnordestina Stretch in Pernambuco Will Begin, Shaping the State’s Infrastructure Scenario for a More Integrated and Efficient Future.
The Growth Acceleration Program (PAC) is allocating a significant amount to the state of Pernambuco, with investments totaling R$ 91.9 billion. Among these resources, a contribution of R$ 4.8 billion from the General Budget of the Union (OGU) will be directed to infrastructure transport projects over the next four years. The details were shared during a press conference in Brasília, given by the minister in charge, Renan Filho.
R$ 4.8 Billion from the PAC Directed to Transnordestina Transforms Infrastructure Scenario
One of the highlighted pieces of information from the minister is that crucial sections of the Transnordestina will be boosted by an estimated R$ 7 billion in private investments.
The areas covered are those connecting Eliseu Martins in Piauí to Salgueiro in the Pernambuco hinterland, and Salgueiro to the Port of Pecém in Ceará.

Renan Filho detailed: “The stretch in Pernambuco will be included under the PAC and financed by the OGU. In the first stage, while we secure the necessary resources, the government has already allocated R$ 450 million to start the works next year.”
The minister also mentioned that the government is considering approaches to secure the remaining investment, including the possibility of concessions to the private sector.
The Transnordestina between Salgueiro and Suape was reintroduced as a new project after being removed from railway concession during the tenure of former President Jair Bolsonaro.
Now, it returns as one of the projects included in the PAC.
Investments in Railways and Highways Strengthen Integration and Promises to Boost Regional Development
A relevant piece of news is the incentive approved by the National Treasury Policy Council (Confaz) for investments in railways.
The decision was to eliminate the Tax on Circulation of Goods and Services (ICMS) on railway works, with participation from all 26 states.
According to Renan Filho, this will result in a significant cost reduction, around 15%, for railway works.
Additionally, Pernambuco is also set to receive investments to enhance its highways by 2026, including the duplication of crucial roads.
According to the Minister of Transport, the plans include the duplication of BR-423, which stretches from São Caetano to Garanhuns in the Agreste region, and BR-104, between Toritama and Pão de Açúcar, also in the Agreste.
Renan Filho emphasized the importance of these improvements: “These highways not only integrate the Northeast but are also being duplicated in Alagoas, Pernambuco, and Paraíba, aiming to distribute traffic flow in the region and provide an alternative to BR-101.”
In a broader context, BR-104, a road that crosses northeastern states like Alagoas, Pernambuco, Paraíba, and Rio Grande do Norte, will have several segments addressed in the first phase of the PAC, with an expected completion by 2026.
The minister outlined an ambitious goal: “Our objective is to reach, by the end of President Lula’s term, 80% of the roads considered in good condition by the National Department of Infrastructure and Transports (DNIT), with only 20% being classified as poor, fair, or terrible. We are committed not only to building new infrastructures but also to optimizing the functioning of existing ones.”
Through these robust investments in transport infrastructure, Pernambuco is paving its way toward a more connected and prosperous future while contributing to the ongoing transformation of the Northeast region.
With the works on the Transnordestina stretch in Pernambuco starting in 2024, several sectors will benefit.
