With Immediate Ceasefire Proposal, Release of 1,900 Palestinian Prisoners and International Supervision, the USA Seeks to End the Conflict in the Gaza Strip and Reposition Trump as a Central Figure in Global Geopolitics
The United States has presented an ambitious plan to end the war in Gaza, placing Donald Trump at the center of an International Peace Council. The proposal provides for amnesty for Hamas members who surrender their weapons, reconstruction of the territory under Palestinian technocratic management, and even the creation of a Palestinian state.
As reported by G1 and confirmed in an official statement from the White House, the document details measures such as immediate ceasefire, hostage exchange within 72 hours, release of more than 1,900 Palestinian prisoners, and a gradual withdrawal of Israel, supervised by an international stabilization force.
First Points of the American Plan
According to the plan, Hamas will have 72 hours to return all Israeli hostages in exchange for the release of 1,900 Palestinian prisoners, including 250 sentenced to life imprisonment. The proposal also provides for the return of the remains of combatants from both sides.

Trump pressures NATO in Europe with threats regarding bases and the use of troops in Spain and Germany to punish allies and change the military balance in the bloc.
Donald Trump stated at a press conference that if Hamas rejects the deal, the USA will support decisive military action against the terrorist group. Alongside him, Israeli Prime Minister Benjamin Netanyahu reinforced that Israel will continue the offensive if there is no acceptance of the terms.
“If Hamas rejects the plan, Mr. President, or pretends to accept it and then violates it, Israel will finish the job on its own,” Netanyahu stated in a speech at the White House.
Humanitarian Aid and Reconstruction of the Gaza Strip
Another crucial point is the immediate entry of humanitarian aid. The plan ensures the delivery of food, medicine, water, electricity, hospitals, and basic infrastructure. Trucks with heavy equipment will be authorized to clear debris and reopen roads, with distribution controlled by the UN, the Red Crescent, and neutral international organizations.
Additionally, Gaza will be rebuilt by international experts together with a Palestinian technocratic committee. This body will be temporary and supervised by the Peace Council chaired by Trump, until the Palestinian Authority completes necessary institutional reforms to reassume the territory.
Demilitarization and Amnesty for Hamas
The document is explicit about the dismantling of military infrastructure in Gaza. Tunnels, arms factories, and ammunition depots would be destroyed under international supervision. Hamas fighters would have the option to surrender their weapons in exchange for amnesty, while those who wish to leave would receive safe passage to other countries.
The measure aims to deradicalize the territory and create conditions for future peaceful governance. According to the official text, “no one will be forced to leave Gaza, but those who choose to leave will be able to do so freely, with guaranteed right of return.”
International Security and the Role of the USA
To ensure stability in Gaza, the plan provides for the creation of an International Stabilization Force (ISF), composed of Arab countries and supported by Washington. This force will be tasked with training the Palestinian police, ensuring that tunnels are not rebuilt, and preventing the entry of new weapons into the enclave.
The document indicates that Israel will not annex the Gaza Strip. Instead, the Israel Defense Forces (IDF) will gradually withdraw, maintaining only a temporary security perimeter until the ISF establishes full control.
According to the statement, the United States will work closely with Egypt and Jordan, countries that have experience in training Palestinian security forces. The aim is to solidify a political path to Palestinian self-determination, which is seen as unprecedented in the current context of the Middle East.
Toward a Palestinian State
Another central aspect is the creation of modern and transparent governance in Gaza, designed by international experts and Palestinian technocrats. The Peace Council, chaired by Trump, will be responsible for managing the resources allocated for reconstruction and for creating a favorable environment for foreign investments.
Furthermore, a special economic zone will be established to attract companies and generate jobs, offering tax and logistical incentives. This strategy aims to transform Gaza into a sustainable and less dependent region on international donations.
According to the plan, as the Palestinian Authority progresses in institutional reforms, conditions will be created for the proclamation of a Palestinian state, a step considered symbolic and highly strategic for regional peace.
Meeting Between Trump and Netanyahu at the White House
The announcement of the plan occurred during a meeting between Donald Trump and Benjamin Netanyahu in Washington. According to information from the White House, both also contacted the Prime Minister of Qatar, Mohammed Bin Abdulrahman, following Israel’s attacks in Doha. Netanyahu apologized “for the violation of Qatar’s sovereignty” and assured that similar actions will not recur.
The proposal, however, still awaits an official response from Hamas. To the Associated Press, a spokesperson for the group stated that the initiative will be analyzed in a “positive and responsible” manner, provided it includes the complete withdrawal of Israeli troops from the Gaza Strip.
It is worth remembering that Trump had previously presented similar ideas in 2020, but this version has been significantly expanded and received explicit support from Arab and European allies.
Peace Possible or More of an Impasse?
The Comprehensive Plan for Gaza presented by the United States combines measures of military security, economic reconstruction, and political innovation, with Trump in the role of global leadership. For some analysts, it is the greatest recent attempt to end the war and provide a concrete exit for the Palestinian population.
However, Hamas’s adherence will be crucial for the success of the initiative. If the group rejects the terms, the document stipulates that the plan will only be implemented in areas considered free of terrorism.
If accepted, the agreement could pave the way for the creation of an internationally recognized Palestinian state and possibly for a new phase in relations between Israel and the Arab world.
