In Order to Support Low-Income Families in the State of Paraná, a City Councilor from Curitiba Filed a Bill at CMC Proposing the Creation of a Gas Voucher
On June 25, City Councilor Carol Dartora (PT) filed a bill at the Municipal Chamber of Curitiba to create a gas voucher benefit for low-income families while the public health emergency caused by the coronavirus continues.

The aid would be funded by basic social protection resources provided by the Social Action Foundation (FAS) and would consist of the payment of the average value of a 13-kilogram cooking gas cylinder every two months.
According to the Curitiba city councilor who filed the bill, at least one person in the family is registered in CadÚnico in the city as part of the social vulnerability group.

The goal, she stated, is to ensure that low-income families can access the gas voucher, considering that the price of cooking gas has been rising daily. In Paraná, the price of gas increased from R$ 71 to R$ 92, and around 51,000 families cannot afford the product and have to use charcoal or firewood. In Curitiba alone, about 84,000 families are in low-income conditions, and a large portion of these families are led by women.
Requirements to Receive the Gas Voucher in Curitiba
The aid will be provided to those who meet at least one of the following criteria: Be registered in the Federal Government’s CadÚnico; Have a family member who is a voluntary insured without their own income and who dedicates exclusively to domestic work in their household; Reside in urban occupations; Be a beneficiary of the Bolsa Família Program (provided that it appears in CadÚnico as “low-income family members”).
The approved bill by the city councilor authorizes the city hall to open digital savings accounts in the name of those who would use the gas voucher in Curitiba, stating that if the funds are not used within four consecutive months, they will be reimbursed to the public coffers. The gas voucher will only exist while Curitiba is in a public health emergency situation. The City Councilor argues that food is a fundamental right, just like assistance to those in need.
The Process for the Bill to Be Approved
When a bill is filed at the Municipal Chamber, the procedural process begins with the reading of the summary of this new proposal during the brief period of a session. Afterwards, the bill goes for instruction from the Legal Advisory and then for assessment by the Constitution and Justice Commission.
If approved, it will go through evaluation by other permanent legislative committees, indicated by the CCJ according to the theme of the project.
