In recent years, the number of Brazilians in Paraguay has grown considerably, with many seeking tax advantages, such as lower prices on imported products, and also taking advantage of the facilities for doing business.

The geographical proximity and the country’s economic policies have also been decisive factors, attracting both tourists and investors.

In this context, we will talk about the impressive numbers of Black Friday 2025, when Brazilians flooded into Paraguay in search of discounts, as well as the growing migration of Brazilians to the country.

A recent report from a local TV station highlighted the increasing presence of Brazilians in Paraguay, evidencing the ever-stronger relationship between the two countries, especially in commercial and cultural areas.

Brazilians Took Advantage of Promotions in Paraguay During the Month of November

In 2025, Black Friday in Paraguay took place between November 20 and 23.

During this period, the border region recorded a record flow of 98,523 tourists, generating around 60 million dollars in four days. Only Ciudad del Este received 300,000 visitors throughout the month of November.

Commercial Explosion and Revenue Records at the Border

A week before Black Friday, Paraguay marked a historic moment for cross-border trade in the region. Official data indicates a massive flow of visitors crossing the Friendship Bridge.

The recorded entries accounted for exactly 98,523 tourists crossing the border during the extended weekend of offers. This number represents an expressive growth of 35% compared to the previous year.

The absolute majority of these visitors were Brazilian citizens, totaling 87,000 people in search of opportunities. The remainder included 6,000 Argentinians, 2,000 Bolivians, and tourists from various other nationalities.

The day of highest activity was Saturday, the 23rd, when 23,800 people entered the neighboring country. This volume established an absolute record since the beginning of migration records at this specific crossing.

The organized commerce of Ciudad del Este generated between 55 and 60 million dollars in just four days. This amount excludes informal trade, estimated at another 10 to 12 million additional dollars.

The large department stores showed impressive individual numbers during the aggressive discount event.

High-Tech Products and Price Dynamics

The most sought-after items by consumers were cutting-edge electronics, confirming retailers’ expectations. Mobile phones and televisions topped the wish list due to the significant price differences.

The Samsung Galaxy S24 smartphone and the iPhone 16 Pro Max were sold for less than half the price. This currency and tax disparity attracted thousands of buyers to Paraguayan stores.

An iPhone 16 Pro Max with 256 GB was sold for 690 dollars in the border stores. This price contrasts sharply with prices in the Brazilian market for the same device.

Televisions also saw drastic reductions, such as the 65-inch LG OLED models. The price of these devices dropped from 1,600 dollars to 890 dollars, boosting the sale of large volumes.

In the fragrance sector, large bottles from imported brands like Creed Aventus and Bleu de Chanel cost 300 reais. The Dolce & Gabbana Light Blue perfume of 100 ml was sold for 50 dollars.

The PlayStation 5 Pro console was offered in attractive promotional packages for gamers. The set included two controllers and three games for a total price of 580 dollars during the event.

Luxury alcoholic beverages also entered the aggressive promotions of local department stores. The Johnnie Walker Blue Label whiskey was sold for 110 dollars, attracting high-income consumers.

Economic Factors and Impact on Local Infrastructure

Three main reasons explained the resounding success of sales this specific year at the border. The first was the exchange rate of the Brazilian real against the dollar.

The second factor was the tax exemption quota of 500 dollars per person. Many visitors traveled in family groups, allowing them to accumulate quotas and exceed 2,000 dollars in tax-exempt purchases.

The third point was the early preparation of stores, which stocked goods since August. Whole containers came from Miami and Dubai to ensure the availability of products during the event.

The discounts applied were real and varied between 60% and 70% on various selected items. This differentiated the event from traditional promotions that offer smaller reductions, often in the range of 20%.

The impact on the hotel infrastructure in Foz do Iguaçu was immediate and quite significant. Accommodation rates on the Brazilian side of the border rose by 60% due to high tourist demand.

Hotel occupancy reached 95%, filling the capacity of the region’s hotel network. The food sector in Ciudad del Este operated at 200% of its normal service capacity.

Private parking lots took advantage of the demand to raise their prices during the busiest days. The daily rate for parking vehicles reached 100,000 guaranis (approximately R$ 80 reais) due to the scarcity of available spots.

Transport between the cities also saw price adjustments due to the intense demand for services. Taxi and ride-hailing fares tripled, and still did not meet the entire demand.

Even street vendors on the Friendship Bridge registered significant increases in their daily sales. The sale of chipa, coffee, and tereré tripled during the long waits in the crossing lines.

Local authorities reported additional financial data regarding municipal revenue during the event period. The Ciudad del Este city hall collected nearly 1 billion guaranis (about R$ 800,000 reais) just from tolls.

The Paraguayan customs processed more than 15,000 simplified purchase declarations during the four days. The National Police reinforced security with 400 extra agents and did not register any serious incidents.

The Central Bank of Paraguay estimated a massive injection of resources into the formal financial system. More than 40 million dollars in reais were converted and officially entered the local economy.

The highest sales volume is expected for the period from December 15 to 31. Stores promise even more aggressive discounts to capture the resources from the thirteenth salary.

Industrial Migration and Brazilian Demographic Growth

In addition to shopping tourism, there is a consistent movement of productive transfer to Paraguay. Brazilian companies have relocated part of their industrial operations in search of better competitiveness conditions.

The case of Lupo is emblematic in this scenario of strategic textile production change. The company set up operations in the neighboring country citing Brazilian tax and regulatory costs as economic barriers.

This business flow is accompanied by a constant increase in the number of Brazilian residents. Data from the Ministry of Foreign Affairs confirms the growth of the Brazilian community living in Paraguayan territory.

The Annual Consular Reports from Itamaraty indicate a clear evolution in migrant numbers. The number of Brazilians in Paraguay jumped from 235,670 in 2018 to 263,200 in 2023.

This increase represents a demographic growth of approximately 11.7% in the period analyzed by the consulates. The phenomenon occurs regardless of the political orientation of the governments in power in Brazil.

Only between 2018 and 2022, the number of residents rose from 235,670 to 254,000 people. This data consolidates Paraguay as a preferred destination for Brazilians seeking new opportunities.

The Brazilian presence occupies a considerable part of the territory, especially in productive agricultural areas. Agribusiness entrepreneurs, known as sojeiros, have expanded their businesses by acquiring land in the border region.

In many territories, land management is practically carried out by Brazilian managers. This occurs even when formal land ownership still legally belongs to Paraguayan citizens.

Cultural Integration and Coexistence at the Border

The Brazilian demographic penetration has profoundly shaped the local economy and culture. Presented maps indicate that Brazil’s influence is visible over large expanses of neighboring territory.

Despite the rhetoric of “invasion” sometimes used, the coexistence between the communities is harmonious. Local reports describe a relationship of mutual collaboration and absence of hostility between the peoples.

The integration is reflected in the creation of a mixed identity in the border region. The “brasiguayos,” Paraguayans of Brazilian origin, play a central role in this cultural and economic fusion.

The commercial environment is marked by the fluid use of three main languages in negotiations. Portuguese, Spanish, and Guarani are used simultaneously by workers from both nationalities.

The educational sector has adapted to this trilingual reality to meet the population’s demand. Many schools in the region offer education that encompasses the three languages spoken by the local communities.

Educational programs encourage learning Portuguese and the commercial habits characteristic of Brazilians. This approach aims to prepare students for the integrated economic reality that prevails in the border region.

The economic dependence of Paraguay on Brazil is an evident factor in daily life. Local merchants and producers directly rely on the flow of Brazilian consumers and investors to thrive.

This interdependence generates debates about the need to diversify local development hubs. Some sectors point out that excessive dependence limits sustainable growth outside the Brazilian axis.

Territorial sovereignty remains a point of reflection given the large foreign ownership. However, the consolidated reality is one of peaceful and respectful coexistence between the nations.
