Case Exposes Fragility in the Digital System for Instructor Training and Raises Questions About the Validation of Courses Related to the Driver’s License in Brazil
A serious flaw in the digital certification process for driving instructors came to light after a simple, yet revealing, test conducted by a businesswoman in the automotive sector. The episode involved the Brazilian Driver’s License app and resulted in the issuance of a official driving instructor certificate for a child just 3 years old, without the system requiring proof of age or license number.
The information was disclosed by the website AutoPapo, which detailed the case involving Rafaela Lira Machado, owner of a Driver Training Center (CFC) and also a real estate lawyer. According to the portal, the experiment exposed concerning fragilities in the new digital model adopted for training these professionals.
Simple Test Revealed Serious Flaws in Course Validation
According to the report, Rafaela already had her license registered in the Brazilian Driver’s License app. Upon accessing the platform, she selected the option to undertake the driving instructor course, a procedure that should, in theory, follow strict validation criteria.

Subsequently, Rafaela completed all the required stages. Each module presented simple questionnaires, which were answered without difficulty. According to her, the entire course was finished in less than an hour, a time much shorter than the historical standard for the role.
Old Course Required 116 Class Hours and Strict Contran Rules
To understand the extent of the change, it is important to compare the current model with the previous one. According to the Contran Resolution No. 789/2020, which regulated the process before the recent changes, the driving instructor course required a total workload of 116 class hours, distributed across various modules, with a maximum limit of 10 class hours per day.
This format provided for in-depth theoretical classes, rigorous evaluations, and a progressive training plan designed to ensure technical and pedagogical mastery for future instructors. Now, however, this pathway has been replaced by digital texts, which can be read quickly or even ignored.
In the current version, it is enough to get 70% of the questions right in each module to achieve approval. Once this minimum percentage is reached, the system immediately issues the driving instructor certificate, without any further analysis or human validation.
In addition, Rafaela pointed out another critical issue: the content of the exams. According to the businesswoman, the exam contained spelling and typographical errors, as well as poorly formulated questions with a low technical level, incompatible with the responsibility of those who will train new drivers.
Certification Does Not Guarantee Action, But Risk Concerns Experts
Despite the ease of obtaining the certificate, professional acting as a driving instructor still requires an additional step. After completing the course, it is necessary to register with the State Department of Transit (Detran). Only after this validation does the professional’s name appear on the official list of the Ministry of Transport.
Still, experts warn that the problem lies not only in the final step, but in the excessive loosening of the training process. With the new driver’s license rules, instructor training has become much more accessible — and, according to critics, too simple.
The concern is that professionals with incomplete training and no real practice may start teaching driving lessons, even in vehicles without the proper adaptations, jeopardizing the quality of education and, consequently, traffic safety.
The case ignites the debate about the accelerated digitization of sensitive processes, such as instructor training, and raises questions about the effectiveness of the control mechanisms currently adopted in the driver’s license system in Brazil.
