Air Products, Axcelis, Corning, and Pacifico Energy have decided to expand their operations in South Korea in the fields of semiconductors, advanced materials, and energy. The package strengthens the country’s chip supply chain and includes one of the largest offshore wind complexes under development in the Asia-Pacific region.
South Korea has secured investment commitments of approximately $2 billion from four American companies in sectors deemed strategic for its industry. The projects involve semiconductors, chip manufacturing equipment, advanced materials, and renewable energy, according to the South Korean Ministry of Industry.
The commitments were announced during a ceremony held in Washington, attended by Industry Minister Kim Jung-kwan. The package includes Air Products, Axcelis Technologies, Corning, and Pacifico Energy, all of which plan to expand production facilities and energy projects already linked to the South Korean economy.

$2 Billion Investment to Be Divided Among Four American Companies

However, the package does not correspond to a single factory or project.

Air Products to Expand Production of Gases for Semiconductors
Air Products occupies a less visible position for the end consumer, but is essential within a chip factory.

In South Korea, the company plans to expand facilities in Pyeongtaek, a key industrial hub located south of Seoul.
The plan includes gases for semiconductors and rare gases.

On September 8, the company officially announced $35 million to build a new ion implantation equipment factory in Pyeongtaek.
Ion implantation is a critical step in semiconductor manufacturing.
The process uses ion beams to modify the electrical properties of extremely small regions of semiconductor material.
In practice, this equipment helps create the electronic characteristics that enable the operation of transistors in modern chips.

South Korea is already one of the world’s semiconductor hubs

South Korea is home to two of the most important companies in the global chip industry: Samsung Electronics and SK Hynix.
Both have a dominant share in segments such as DRAM and HBM memories, which are increasingly used in artificial intelligence systems.
Consequently, companies that produce equipment, gases, and materials have a strong incentive to install capacity close to these manufacturers.
The CPG has already shown how Samsung is considering expanding its advanced chip infrastructure in South Korea to meet the demand for artificial intelligence and HBM memories.
The new American package specifically strengthens the suppliers that orbit this ecosystem.
Corning will invest in advanced glass and chip materials
Corning appears as the third industrial component of the agreement.
The company plans to invest in advanced glass and other materials used in the display and semiconductor industries.
The firm has extensive experience in special materials applied to electronics, optical fibers, and high-precision technologies.
In the semiconductor sector, the demand for new materials is increasing as chips become more complex and advanced packaging requires ever smaller tolerances.
Thus, Corning’s presence adds a layer of high-value materials to the package.
Pacifico Energy concentrates the energy portion of the package
The strongest connection with the energy sector appears in Pacifico Energy.
The company is developing a 3.2 GW offshore wind complex off the coast of Jindo, in South Jeolla Province, in the southwest of South Korea.
The cluster consists of three projects:
- Myeong Ryang Offshore Wind — 420 MW
- Manho Offshore Wind — 990 MW
- Jindo Baram Offshore Wind — 1.8 GW
Together, they total approximately 3.2 GW.
The company claims this is one of the largest offshore wind clusters in development in the Asia-Pacific region under a single developer’s responsibility.
Pacifico announces over $1 billion for two wind projects
As part of the investment commitment announced in September, Pacifico reported it intends to allocate over $1 billion to the Manho and Jindo Baram projects.
This amount is part of the energy expansion presented in the context of the American package.
The company aims to use these resources to advance the development stages of the wind projects.
The Myeong Ryang project, with 420 MW, has already obtained a license for electricity generation.
The other components of the cluster are still at different stages of development.
Therefore, the 3.2 GW represents the total planned capacity of the ensemble, not already available generation.
Wind energy could power future semiconductor hub
The location of the projects plays a strategic role.

This does not mean that all the electricity from the 3.2 GW will be exclusively dedicated to chip factories.

New electric demand in South Korea could reach 25 or 30 GW

On September 8, South Korean authorities indicated that the expansion of semiconductor factories and artificial intelligence data centers could add between 25 GW and 30 GW of electric demand to the country’s system.
This volume is enormous.
According to the comparison presented by the government, it is roughly equivalent to the output of 20 large nuclear reactors.
Therefore, South Korea is simultaneously considering nuclear energy, renewables, transmission, and other sources to meet the new consumption.
In this scenario, the 3.2 GW of wind energy from Pacifico represents an important piece, but only a part of the total need.
Country has 26 nuclear reactors in operation
South Korea already relies heavily on nuclear energy.
Currently, 26 reactors provide approximately one-third of the country’s electricity.
Renewables, on the other hand, still represent a much smaller fraction of the generation.
The government aims to expand clean sources while revising its nuclear strategy.
This combination has gained urgency because semiconductors and artificial intelligence cannot depend on an electrical grid that is unable to keep up with the growth of factories.
Thus, energy has become not just an environmental issue but a direct part of industrial policy.
Advanced chips consume more and more energy
Producing modern semiconductors requires large quantities of electricity.

They show that foreign suppliers are also expanding their capacity within South Korea’s industrial ecosystem.
U.S. Investment Arrives Amid a Complex Trade Relationship
The move also has a geopolitical dimension.
South Korea and the United States maintain an extremely close economic relationship, particularly in semiconductors, batteries, electric vehicles, and energy.
At the same time, the two economies negotiate tariffs, market access, and reciprocal investments.
South Korean companies are also committing hundreds of billions of dollars to industrial projects in the United States.
In this context, the announcement of American companies investing within South Korea operates as a two-way street.
While Samsung, SK, and other companies expand operations in the U.S., American groups are strengthening parts of the South Korean supply chain.
Pyeongtaek Gains Importance as an Industrial Hub
Two of the announced projects converge on Pyeongtaek.
Air Products will expand its industrial gas capabilities there, while Axcelis will build its new equipment factory.
The city already has a strong concentration of facilities related to the semiconductor industry.

Jindo Wind Cluster May Require Much Greater Investment in the Long Term
The commitment announced by Pacifico in September represents just part of the estimated financial scale for its complex.
The company states that the full development of the Jindo wind cluster could involve approximately 19 trillion won in total investments.
This amount corresponds to the set of 3.2 GW and not to resources already disbursed.
The company also projects significant economic impacts, including job creation and strengthening of the local offshore supply chain.
However, these projections are estimates from the developer itself.
Thus, they should be treated as future expectations rather than achieved results.
Wind Project Begins to Build Local Supply Chain
Pacifico has also signed agreements with South Korean companies to develop a supply chain linked to the Jindo parks.
Among the partners are foundation manufacturers, maritime logistics companies, and offshore component suppliers.
The strategy aims to keep a larger portion of the economic value within South Korea.
This may involve the manufacturing of structures, maritime transport, assembly, and specialized services.
Therefore, the wind project has an industrial dimension similar to that of the semiconductor supply chain itself.

Large offshore wind farms are often associated with the energy transition.
However, in South Korea, they are beginning to take on another role: supplying industrial hubs that are intensive in electricity.

The value of $2 billion is combined among four companies and three major areas: semiconductors, advanced materials, and energy.
Therefore, it is incorrect to state that “the $2 billion will be invested in a chip factory.”
It is also incorrect to attribute the entire amount to the offshore wind complex.
The government presented the investments as a joint package.
The initial disclosure did not publicly detail how much each company would contribute to the total.
However, later, Axcelis announced $35 million for its new factory, and Pacifico reported more than $1 billion for two wind projects.
3.2 GW Complex Not Yet Ready
Another point requires precision.
The 3.2 GW corresponds to the planned capacity of the Jindo wind cluster.
The projects are still under development.
Myeong Ryang, with 420 MW, has obtained a generation license, while Manho and Jindo Baram are continuing to advance through regulatory and developmental stages.
Therefore, it would be incorrect to say that Pacifico “opened a 3.2 GW plant.”
The company is increasing investments to enable the complex.
