Bill Proposes Tax Incentive for Seniors to Acquire New Vehicles
Since September 2020, Bill No. 2937/2020, authored by former Congressman Alexandre Frota (PSDB-SP), has been circulating in the House of Representatives. The text proposes to grant an exemption from the Tax on Industrialized Products (IPI) for people aged 60 or older when purchasing new automobiles. According to Agência Câmara de Notícias, the measure aims to promote mobility, autonomy, and inclusion of the elderly population, in addition to contributing to the recovery of the automotive sector. The proposal establishes technical criteria to ensure fair and transparent application of the benefit, respecting principles of fiscal responsibility.
Rules of the Proposal for Vehicles with IPI Exemption
Specifically, the bill establishes that the exemption can be used once every five years, provided age and requirements are proven. In addition, for the benefit to be granted, the vehicle must be manufactured in Brazil, have an engine of up to 2.0, and use ethanol, gasoline, electricity, or be hybrid. Furthermore, the total value of the car, including all taxes, cannot exceed R$ 70,000, according to the text originally presented in 2020. The model follows parameters similar to those applied to exemptions granted to people with disabilities, reinforcing the proposal’s viability.
Expectations of the Automotive Sector Regarding the Bill
During a public hearing held in June 2023, representatives of Anfavea (National Association of Automotive Vehicle Manufacturers) expressed support for the proposal. According to consulted specialists, the approval of the measure could boost the automotive sector and favor the gradual renewal of the country’s circulating fleet. According to projections from IBGE, the Brazilian elderly population is expected to reach 73 million people by 2060, which increases the relevance of the agenda. Therefore, expanding access to modern vehicles, in addition to being strategic, also clearly aligns with the most sustainable demographic and economic trends.

Progress of the Bill and Legislative Stages
The bill, therefore, is being processed in a conclusive manner in the House of Representatives and, as such, can be approved directly by the responsible committees without the need for a plenary vote. In May 2023, the Committee for the Defense of the Rights of the Elderly approved the proposal. It is now awaiting analysis by the Finance and Taxation Committee, followed by the Constitution, Justice and Citizenship Committee. If there is no contrary appeal, the text will move on to the Senate and, shortly thereafter, to presidential sanction, according to the anticipated legislative process. Additionally, the expectation is that the complete analysis will occur by 2025, reinforcing the intention to expedite the process and ensure the proposal’s effectiveness.
Procedures for Requesting the Exemption
If approved, the process for requesting the exemption will be regulated by the Federal Revenue, following technical guidelines adopted for similar benefits. The interested elderly person must present documents such as CPF, RG, and a purchase proposal for a vehicle that meets the requirements established by law. Although the exemption applies only to the IPI, the discount may vary from 7% to 25% on the final car price, according to information provided by consulted manufacturers. The estimate is that the measure will make new vehicles more accessible for retirees and pensioners with limited income.
Institutional Support and Approval Prospects
Organizations such as the Brazilian Confederation of Retirees (Cobap) expressed support for the proposal during the second half of 2023. Additionally, lawmakers from different parties showed agreement with the bill, which may favor its progress in the coming months. Despite concerns about possible fiscal impacts, the Technical Consultancy of the House indicated that the effects could be balanced by the growth of the automotive sector. Thus, the text may solidify as a relevant social and economic measure, respecting budgetary limits and fiscal responsibility goals.
