Government of Paraná and Itaipu Can Bring Several Stalled Projects to Life, Including One of the Main Connections from Paraná to Its Neighbor Mato Grosso do Sul
An agreement between the State Government and Itaipu Binacional brings improvements to the mobility of one of the main connections from Paraná to its neighbor Mato Grosso do Sul, the two largest agricultural producers in the country. This involves the revitalization works of BR-487, better known as the Estrada Boiadeira, which will receive investments of R$ 223.8 million. Most of the 46-kilometer stretch will be paved, reducing the logistical costs of agricultural production.

On Friday (02/05), Governor Carlos Massa Ratinho Junior and Itaipu’s General Director, Joaquim Silva e Luna, were in the district of Santa Eliza, in Umuarama (Northwest), for the groundbreaking ceremony. At the event, the agreement authorizing the transfer of funds from the binational to the Paraná Department of Roads (DER/PR) was also formalized, which has taken over the project management from the National Department of Transport Infrastructure (Dnit).
Strategic Route of the Government
An old demand from the population of Northwest Paraná, the route will be strategic for the outflow of agricultural production from both states and also for the realization of the Bioceanic Corridor project, which will connect the Atlantic Ocean to the Pacific through a multimodal corridor between the ports of Paranaguá and Antofagasta in Chile.

“We are consolidating a new development branch for Northwest Paraná, connecting Paraná to Mato Grosso do Sul by a shorter stretch than what drivers currently take,” said the governor. “All of this reflects on the logistical costs of production. It will reduce spending on fuel and the hours worked by truck drivers. The efficiency gain in transportation represents a transformation for the region.”
Partnership
Ratinho Junior also highlighted the partnership with Itaipu to bring strategic projects for Paraná’s infrastructure to life. “We are combining Itaipu’s financial capacity with the experience of our engineering team and also with the Ministry of Infrastructure to carry out these transformative works in Paraná,” he emphasized.
“It is a dream coming true, a partnership that is becoming stronger between Itaipu and the State Government to improve regional logistics, but with a much broader vision. It sees the local, national, and international aspects, with this future project connecting the Pacific to the Atlantic,” said General Silva e Luna.
Another Project
The work on the Estrada Boiadeira, emphasized the State Secretary of Infrastructure and Logistics, Sandro Alex, is part of another important project from the State Government in the Northwest, which is the duplication of PR-323. “With Itaipu’s contribution, we are consolidating another project, part of a large infrastructure package throughout the state,” he said.
“In this region, we will start two more service fronts on PR-323 by next month. The duplication up to the Ivaí River and the construction of the Gauchão intersection in Umuarama. These are commitments from our government.”
The work on the Estrada Boiadeira has been divided into three lots, and the R$ 223.8 million funding is for Lot 1, which begins at the border with Mato Grosso do Sul, in the district of Porto Camargo in Icaraíma, and extends to Umuarama. With the asphalt laid on this route, cars and trucks coming from the neighboring state will save up to 20 kilometers to reach Umuarama, as today it is necessary to detour around unpaved sections.
