The State-Owned Company Confirmed the Start of Studies for a Mega Logistics Center in Amapá, Aimed at Supporting Operations in the Mouth of the Amazon, a Region Emerging as the New Frontier for Offshore Exploration in Brazil and Already Mobilizing Global Companies from the Sector.
Petrobras authorized Transpetro, its logistics subsidiary, to begin technical and feasibility studies for the installation of a logistics center on the coast of Amapá, as part of the support structure for the exploration of the drilling block in the Mouth of the Amazon. The measure comes a week after the environmental license from Ibama for the drilling of the first exploratory well in the region, located on the coast of Oiapoque, in the far north of the country.
The project marks an advancement in the company’s strategy to expand the exploration map to areas considered to have high geological potential, similar to those in Guyana, where large reserves were discovered in the last decade. The government of Amapá views the project as an opportunity for economic transformation and the start of a new cycle of structuring investments in the region.

The Mouth of the Amazon is classified as one of the planet’s most promising petroleum frontiers, with geological formations comparable to those of the Guiana and Suriname basins, where ExxonMobil leads significant discoveries.

According to Governor Clécio Luís, who participated in OTC Brasil 2025, the State is working to adapt legislation, prepare areas, and qualify the workforce, anticipating demands that may arise in the event of a commercial discovery.
“We are preparing to absorb the economic and social effects of this investment, ensuring local infrastructure to support Petrobras and its partners,” he stated during the event.
Considered Cities and Conditions for Installation
Transpetro’s studies should consider different location options, with Calçoene and Santana among the most likely.
Calçoene, located between Oiapoque and Macapá, has a large available area and is close to other blocks under exploratory analysis.
Santana, on the other hand, presents pre-existing port infrastructure and easy access to the capital, which favors its adaptation for industrial and logistics operations.
Oiapoque, which houses the initial support base for drilling rigs, should not host the logistics center due to its proximity to indigenous lands and conservation units, factors that limit land use for large-scale projects.
The definition of the final location will depend on the completion of technical and environmental surveys, which do not yet have a disclosed deadline.
Challenges and Environmental Concerns
The licensing for exploration in the Mouth of the Amazon was celebrated by local authorities and the federal government but also provoked criticism from environmental groups.
The main concerns involve the risk of impacts on marine ecosystems and traditional communities on the coast of Amapá, one of the most preserved areas of the coastal Amazon.
Petrobras has reinforced that it has contingency plans, monitoring teams, and emergency response systems specific to deep-water activities, with protocols aligned with the best international practices.
The company maintains that exploration in the region will follow rigorous technical and environmental criteria, compatible with its sustainability and corporate governance policy.
Economic Impact and Projections for the State
With around 800,000 inhabitants, Amapá is one of the states with the lowest GDP per capita in the country, but it could see its economic reality change substantially if exploration in the Mouth of the Amazon confirms significant commercial volumes.
The state government projects a significant increase in revenue and incoming royalties capable of financing infrastructure, sanitation, and technical education policies.
In addition to Petrobras, global engineering and energy companies, such as SBM Offshore, Siemens, Subsea 7, and Technip FMC, have already expressed interest in exploring installation opportunities in the State, signaling the potential for creating a new industrial hub linked to the offshore chain.
