Terminal At The Port Of Santos, Which Will Generate Thousands Of Jobs, Was Acquired At Auction And Is Part Of Petrobras’ Strategic Plan Until 2026

According to data provided by the Federal Government’s Planning and Logistics Company (EPL), the current construction of a new terminal (STS08A) for the storage and handling of Petrobras fuels, located on the right bank of the Port of Santos, will be responsible for generating 12,000 job vacancies, both direct and indirect.

According to an article from the newspaper A Tribuna, published by Maurício Martins on April 6, the new terminal was purchased by Petrobras during an auction held in November 2021 for the amount of R$ 558.2 million – which will be passed on to the state-owned company that manages the Port of Santos, the Santos Port Authority (SPA). The purchase contract was signed on March 23 and is valid for 25 years.

Additionally, with an investment forecast of R$ 625.7 million until 2026, Petrobras’ terminal – a company that may face a multimillion-dollar fine for information leakage – will occupy an area of exactly 338,200 square meters (m²) in Alemoa. In a statement, SPA affirmed that the investments in the STS08A terminal correspond to a 50% increase in the number of berths in the region where it is being installed, where the set of mineral liquids on the right side of the Port of Santos is located. “It resolves a historical deficit in installed capacity, ensuring the supply of the entire hinterland of the Port of Santos,” the state company declares.

Billion-Dollar Revenues In Petrobras’ New Project

As announced by Petrobras on March 31 to the market, the company expects to achieve revenues of R$ 7.2 billion over the exploration period of the new terminal at the Port of Santos. However, beyond the amount destined for SPA and investments, Petrobras will also grant the company an additional R$ 4.3 million monthly for the right to explore the area acquired in the auction, as well as R$ 9.28 for each ton of cargo moved.

Terminal Is In The State-Owned Company’s Strategic Planning

The terminal project is included in Petrobras’ Strategic Planning for the next 4 years. Thus, the company considers the region essential for the flow of goods from the four refineries in São Paulo, as the location is strategic, close to Brazil’s most liquid derivatives markets.

Currently, the terminal area at the Port of Santos is operated by Transpetro, a subsidiary of Petrobras responsible for part of the flow of production from São Paulo’s oil refineries, as well as for the distribution of a portion of the Liquefied Petroleum Gas, or just LPG, destined for the Southeast region.

Improvements In The Port Of Santos Region

According to the auction notice for the terminal concession, Petrobras must carry out a series of improvements in this sector of the Port of Santos. Among the 11 necessary actions, investments include replacing large sections of piping; automating the security of the barge piers; repairs on refrigerated tanks and a new fire containment system, which should have new pumps.

In addition to these minor actions, Petrobras must also invest in mandatory large-scale works in the terminal region, such as, for example, 14 new loading arms – which are used for transferring liquid products between the pier and the vessel – destined for the two docking locations for ships, to replace the old arms that have been functioning for nearly 50 years, since 1973; as well as the construction of two new berths.
