The Davie Shipyard in Lévis, Quebec, has signed a fixed-price contract with the Canadian government to build six Polar Class 3 icebreakers for the Coast Guard, the largest in the province’s naval history, with the first hull in 2027 and deliveries throughout the 2030s.

The announcement was made during a ceremony on August 24, 2026, at the shipyard itself. Present were Prime Minister Mark Carney, Quebec Premier Christine Fréchette, and Canadian Coast Guard Commissioner Kevin Brosseau. According to the official statement from Davie, the fixed contract value is C$11.3 billion, under a fixed-price model, as part of the National Shipbuilding Strategy, which is the federal program for renewing the fleets of the Navy and Coast Guard.

The six ships are generically named Program Icebreakers. They will replace the heavy and medium icebreakers currently operating in the Canadian Atlantic, the St. Lawrence River, the Great Lakes during winter, and the Arctic during summer. According to the Prime Minister’s Office, construction is expected to sustain around 5,000 jobs and inject approximately C$650 million per year into the country’s GDP, with requirements for Canadian steel and domestic materials.

What It Means to Be a Polar Class 3 Icebreaker

The term in the contract is not just marketing. Polar Class is a classification system created by the International Association of Classification Societies (IACS). This organization includes the leading classification societies in the world. The unified rules were published in 2007 and apply to ships contracted from July that year onward. The scale ranges from PC1, the top, to PC7, the lightest level.

A PC3 vessel, according to IACS’s definition, is designed for operation year-round in first-year ice, which may contain multi-year ice inclusions, with thicknesses reaching 2.5 meters. This means it is not a ship that only operates in the Arctic summer when the ice recedes. It is a hull designed to work when the ice has hardened over multiple winters.

Authorities announce the program for new icebreakers in Canada

A report from gCaptain, published after the announcement, details that the Program Icebreakers are expected to be between 110 and 120 meters in length. They maintain a speed of 3 knots breaking through 1.4 meters of ice, have a range of about 20,000 nautical miles at 11 knots, and the deck is prepared for a medium helicopter from the Coast Guard. These figures reflect work vessels, not icons. This is precisely what the aging current fleet needs.

Why Canada Is Spending So Much in the Arctic

The short answer lies in the day’s discussions. Carney stated, according to the government announcement, that the six ships will keep commercial routes that bring Canadian products to the world accessible and safe. Defense Minister David McGuinty was more direct in emphasizing the need to strengthen the country’s presence in the Arctic, calling the ships an investment in sovereignty. The tone is clear: with ice receding for part of the year and growing interest from other powers, those without capable vessels simply won’t be there.

The international context provides insight. In 2024, Canada, the United States, and Finland signed the Icebreaker Collaboration Effort, known as the ICE Pact. The agreement aims to rebuild Western capacity to construct icebreakers. Canada already operates the largest fleet of this type within NATO, according to Defence Industry Europe, and the six new hulls reinforce this position. Additionally, the planned missions extend well beyond opening channels: search and rescue, environmental response, resupplying Northern communities, and supporting Arctic science.

The National Shipbuilding Strategy, on the other hand, was launched in 2010 as a long-term program to renew federal fleets through domestic construction. For over a decade, the work has been shared between Irving in Halifax and Seaspan in Vancouver. Davie was only formally incorporated as the program’s third shipyard in April 2023, with the specific mission of handling icebreakers. Three years later, it received the largest naval contract ever signed in Quebec.

The Rise of Davie, from Lévis to Helsinki and Texas

The contract awarded in August was not a stroke of luck. According to the Prime Minister’s Office, Davie accumulated C$ 7.74 billion in federal contracts since 2012. In 2024, they received a design contract worth C$ 19.6 million to refine the designs for the Program Icebreakers. In 2025, the shipyard completed construction of the Polar Max, a heavy Polar Class 2 icebreaker weighing 22,800 tons, valued at C$ 3.25 billion, which will be named CCGS Arpatuuq and is scheduled for delivery in 2030.

The Polar Max is the piece that connects the ends. It is being built in a hybrid model between the Lévis unit and the shipyard in Helsinki, Finland. The Finnish shipyard is owned by the Inocea group, which controls Davie. According to gCaptain, the Finnish experience in ice is what provides technical ballast to the Canadian package. Along the way, the group also secured a contract for US$ 3.5 billion to build five Arctic Security Cutters for the U.S. Coast Guard. The first two will come from Helsinki, and the remaining three from Texas, where the group plans to invest US$ 1 billion in the Gulf Copper facilities in Galveston and Port Arthur.

In total, the group currently operates five shipyards across Canada, the United States, and Finland. Davie’s president, Lindsey Kettel, stated in a press release that the fixed-price contract provides long-term certainty and allows teams and suppliers to achieve unprecedented levels of efficiency. CEO James Davies asserted that the outcome reflects Canada’s confidence in the company’s ability to deliver complex and critical ships. I must admit that the design resembles what Brazil attempted with the Prosub and the shipyards of the pre-salt era. A significant public order, foreign technology transfer, and reliance on a local supply chain. The difference is the fixed-price schedule and the requirement for national steel stipulated in the contract.

The timeline is extensive, and Defence Industry Europe indicates that the first ship is expected to be delivered in 2032, five years after construction begins, with the full fleet operational by 2038. Meanwhile, the current icebreakers continue to navigate the Saint Lawrence and head to the Arctic each summer, awaiting their replacements. For suppliers in Quebec and across Canada, however, work is already beginning now. There are more than ten years of guaranteed cargo at the Lévis dock. There remains the question, and it’s worth noting, what impact such a large order would have on a Brazilian shipyard.
