USP announced this Monday, the 27th, the creation of a working group to define the guidelines for implementing quotas for people with disabilities in undergraduate courses. The measure will take effect for students entering in 2028 but will already impact the selective processes of 2027, including Fuvest, Provão Paulista, and Enem-USP.

The decision draws attention because it involves a significant change in one of the country’s largest universities and adapts the institution to what was determined by Law 18.167, published in July 2025. The new rule requires reserving vacancies for people with disabilities in technical and undergraduate courses at São Paulo state institutions, which places USP before a new stage of organizing entrance exams and student support throughout their education.

What USP’s decision changes in practice

The main change is that USP will adopt quotas for people with disabilities in undergraduate courses starting with the selection of students entering in 2028. Although entry occurs in that year, preparation begins earlier, because the selective processes of 2027 will already need to follow the new guidelines.

In practice, this means that Fuvest, Provão Paulista, and Enem-USP will have to be adapted to incorporate the reservation of vacancies provided for in São Paulo legislation. The university will still define the detailed rules, but it has already made it clear that the topic has officially entered the institutional agenda.

How reserved vacancies will be calculated

To calculate the number of vacancies designated for people with disabilities, USP will use data from the latest census by the Brazilian Institute of Geography and Statistics, IBGE. This data will define the percentage of the quota in each selective process.

The established rule is that the reserved percentage must be at least equal to the percentage of people with disabilities in the state’s population. Thus, the definition of vacancies will not be done randomly, but based on an objective criterion linked to the São Paulo population composition.

What happens if vacancies are not filled

The university informed that, if the reserved vacancies are not completely filled, the remaining places may be occupied by other candidates. This point is important because it shows how USP intends to organize the final distribution of vacancies without leaving seats idle.

This mechanism also helps to provide predictability to the selective process. While creating a specific reservation for people with disabilities, the rule provides a form of redistribution if the total allocated is not fully occupied.

The new law that led USP to change the rules

The inclusion of quotas for people with disabilities was determined by Law 18.167, published in July 2025. The norm requires the reservation of vacancies for this public in technical and undergraduate courses at São Paulo state institutions.

This means that the change at USP does not arise in isolation, but as a response to a legal requirement already in force in the state of São Paulo. The university is now working to transform this obligation into practical rules for selection and academic permanence.

What changes for those who need support during undergraduate studies

In addition to reserving vacancies, Law 18.167 also determines that people who prove the need will be entitled to a specialized companion during undergraduate studies. This point expands the scope of the measure, because it addresses not only access to the university but also the conditions for permanence throughout the course.

In practice, this brings into discussion not only the entry of these students into USP but also the support structure that the university must offer. The topic now involves academic inclusion, specialized accompaniment, and institutional adaptation to receive these students.

Who will define the rules and what are the next steps

The working group created by USP is formed by representatives from the Pro-Rectory of Undergraduate Studies, the Pro-Rectory of Inclusion and Belonging, and collectives of people with disabilities from the university. The composition shows that the definition of guidelines will involve central areas of the institution and groups directly linked to the topic.

This collective will have 120 days to discuss the matter and submit a draft to the collegiate bodies. In other words, USP has already established a timeline to advance internal regulation and transform the announced decision into concrete rules for the upcoming entrance exams.

USP’s decision draws attention because it alters the admission model for a university of great importance in Brazilian higher education. By including quotas for people with disabilities, the institution adjusts its selection processes to a new legal requirement and broadens the debate on inclusion in undergraduate studies.
