CNPE approved a series of six deliberations related to the scope of action of the National Petroleum, Natural Gas and Biofuels Agency

Yesterday (09/12), the National Council for Energy Policy (CNPE) approved a series of resolutions related to the area of ​​activity of the ANP. Among the items approved are the resolution establishing the Maritime Fields Revitalization and Incentive Program (PROMAR); updates to the list of exploratory blocks for the 17th Bidding Round; guidelines for the new biodiesel commercialization model, replacing auctions, as of January 2022, among others.

Maritime Fields Revitalization and Incentive Program (PROMAR)

On the resolution that creates the Maritime Fields Revitalization and Incentive Program (Promar). The topics discussed and proposed actions must be presented by the collegiate within 180 days – the deadline may be extended for an equal period. The period begins to be counted after the publication in the Official Gazette (DOU).

According to a note released by the Ministry of Mines and Energy (MME), the program includes the creation of conditions for the revitalization of mature offshore fields and better conditions for the economic use of oil and natural gas accumulations. “As a result of this policy, better use of national oil resources is expected, an increase in the payment of government participations, job creation and expansion of the goods and services industry aimed at the exploration and production of oil and natural gas. in maritime areas.”

Establishment of a working group to evaluate the inclusion of biofuels for use in the Diesel cycle in the National Energy Policy

The initiative is due to the development of technological routes for the production of green diesel, whose regulation process is underway at the ANP, as well as the need to evaluate the treatment to be given to the production of fossil diesel with renewable content through the H-Bio process .

Approval of guidelines for the new biodiesel commercialization model

Yesterday, the resolution that establishes guidelines for a new biodiesel commercialization model throughout Brazil was approved, replacing the public auctions of the product, with entry into force until January 1, 2022.

According to the measure, there will be no veto to the use of imported raw material for the production of biodiesel in this model. The purpose of the changes is to achieve "a model for selling the product that is more adherent to the open and dynamic market that is being designed with Petrobras' refining divestments", added the folder.

Establishment of guidelines for monitoring the national fuel supply

The resolution takes into account the consumer's non-discriminatory access to the distributors' networks, the need to guarantee legal and regulatory security, the observance of transparency and predictability in the processes, the graduality in the transition of the rules and the benefits arising from Micro and Mini generation Distributed.

The CNPE's decision brings a broad and clear vision for the creation of public policies and for the improvement of regulation, with the objective of promoting the expansion of distributed generation in a sustainable manner.

Changes to the Blocks of the 17th Bidding Round in the Concession Regime

The 17th ANP Round, scheduled for the second half of 2021, was confirmed. In relation to the original planning, eight blocks in the Pará-Maranhão basin and 24 blocks in Pelotas were removed for environmental reasons.

Approval of guidelines for Public Policies aimed at Distributed Microgeneration and Minigeneration

The decision of the CNPE brings a broad and clear vision for the creation of public policies and for the improvement of regulation, with the objective of promoting the expansion of distributed generation in a sustainable way.

The Minister of Mines and Energy, Bento Albuquerque, highlighted the resilience of the sector this year. “Despite this atypical period that the country and the world are going through, due to the COVID-19 pandemic, we were able to address very important issues in 2020. I believe that the holding, last Friday (04/12), of the 2nd Auction of Permanent Offer, by the National Petroleum Agency (ANP), came to crown this year of work and efforts in relation to the oil, gas and biofuels sectors.”
