The Casa Paulista Fair Takes Place from November 13 to 18 in São Paulo and in Dozens of Municipalities, Offering Subsidies for Low-Income Families to Purchase Their First Home
The Government of São Paulo announced the holding of a new edition of the Casa Paulista Fair, which takes place from November 13 to 18 in various regions of the state. The program provides over R$ 24.5 million in subsidies to support families interested in purchasing their first home. The initiative is part of the Casa Paulista actions and reinforces the government’s commitment to expanding access to dignified housing.
Subsidies and Participation Conditions
The Fair will offer 1,853 new Letters of Real Estate Credit, with amounts of R$ 10 thousand, R$ 11 thousand, R$ 13 thousand, and R$ 16 thousand, all non-repayable. Families will be able to choose from approximately 100 developments from different construction companies.
To participate, interested parties must meet the rules of the Casa Paulista program – Real Estate Credit Letter. The requirements include a family income of up to three minimum wages, no ownership of property, no active mortgage financing, and no previous benefits received from another housing program.

Organization and Rules of the Fair
The event follows the rules defined by the resolution published on September 1. The entities responsible for the organization can be municipalities, housing sector associations, or companies, which operate individually or in consortia. Participation requires the submission of the Adhesion Term to the SDUH by email.
During the Fair period, construction companies can offer properties already registered in the program and new developments that receive exclusive funding for the event, as long as they meet the Casa Paulista criteria. All developments must have a contract with Caixa Econômica Federal, responsible for operating financing via FGTS.
After the conclusion, companies have up to five business days to send a report to the SDUH listing the families served and the units sold. Based on this information, resource usage authorization and subsidy release occur. For developments not yet registered, issuance can take up to ten business days after regularization.
The Department of Urban Development and Housing emphasizes that the Casa Paulista Fairs increase access to housing and strengthen the construction sector, in collaboration with municipalities, companies, and sector entities.
Impact of the Casa Paulista Program
Since the beginning of the current administration, the program has delivered 43,100 housing units under the CCI modality. Investments total R$ 526.4 million, with an estimated impact of R$ 23.1 billion on the economy. Additionally, 63,700 properties are still under construction, with state investment of R$ 801.6 million.
The data shows that subsidies help families with lower incomes. In the developments participating in the program, the average income of the beneficiary families is R$ 2,800, equivalent to 1.87 minimum wages. Among buyers who do not use the subsidy, the average income reaches R$ 5,200, which corresponds to 3.44 minimum wages. These numbers reinforce the social reach of Casa Paulista and the priority given to families that need support from the State the most.
