A candidate for a National Driver’s License (CNH) was fined on the morning of Tuesday, July 15, 2025, after arriving driving a Renault Kwid at the parking lot of the Department of Transit of the Federal District (Detran-DF) in Taguatinga to take the mandatory theoretical test of the licensing process.
According to information from Detran-DF and the website CNN Brasil, the student parked the vehicle inside the agency’s parking lot and, after completing the theoretical assessment, returned to the car and attempted to leave the location while driving.
During her exit, inspection agents approached the woman and found that she still did not have a valid license, violating the rules outlined in the Brazilian Traffic Code (CTB).

Fine and Administrative Measures of Detran-DF
The registered infraction is considered very serious and is provided for in Article 162 of the CTB, which states that driving a vehicle without a license results in a fine of R$ 880.41 — three times the value of the basic fine, which is currently R$ 293.47.
In addition to the financial penalty, the administrative measure of vehicle retention until a duly licensed driver presented themselves to remove it from the location was applied.
Detran-DF reinforced, in an official note released on Tuesday, that driving any type of vehicle without a valid CNH poses a serious risk to traffic safety and can directly impact the individual’s licensing process.
In situations like this, the agency can initiate an administrative process to temporarily suspend the issuance of the candidate’s CNH, preventing them from progressing to the next stages for a period of up to six months.

In addition to the immediate consequences, driving without a license can lead to other complications.
According to Detran, these types of violations tend to be recorded mainly on days of theoretical or practical tests, when candidates take risks by driving vehicles before obtaining legal authorization.
The agency emphasizes that current legislation is strict in this regard precisely to deter practices that may compromise the integrity of all road users.
Reinforcement of Oversight by the Department of Transit of the Federal District
For many candidates, the expectation surrounding obtaining the CNH can lead to reckless behaviors.
However, traffic experts warn that besides the legal penalties, driving a vehicle without a license entails civil and criminal liability in case of accidents, potentially exacerbating the offender’s situation.
In the Federal District, according to updated data from the Department of Transit itself, hundreds of violations for driving without a license are recorded every year, especially among young individuals who have not yet completed all stages of the training process.
The agency’s educational campaign constantly reinforces the importance of completing each phase of the procedure before taking the wheel.
Measures and Guidelines for CNH Candidates
In a statement, Detran-DF stated that oversight will be intensified in the coming months, especially on test days, to avoid similar situations.
The agency advises all CNH candidates to attend theoretical and practical exams accompanied by licensed drivers if they need to drive to the evaluation location.
Driving motor vehicles without a license is one of the topics that generates the most debate among experts and authorities, especially given the increase in the number of violations in recent years.
Brazilian legislation provides for severe penalties, according to the text, precisely to prevent accidents and protect lives on the road.
