Understand The Law Regarding Motorcycles Without A Driver’s License
Due to their characteristics, the law allows these electric motorcycles to be driven without the requirement of a driver’s license, but this may change. The National Traffic Council (Contran) approved and published Resolution 996/2023, which aims to clarify the differences between mopeds, self-propelled vehicles, electric bicycles, and motorcycles/scooters. The document does not bring any news but imposes new deadlines.
Owners of mopeds that do not have registration have between November 1, 2023, and December 31, 2025, for registration and licensing. To ride such a vehicle, it is necessary to have a category A driver’s license or a specific authorization (ACC) for this type of vehicle.
On the other hand, riders of regular and electric bicycles, skateboards, and scooters do not require any type of documentation. The CTB also establishes that these electric motorcycles that do not require a driver’s license can use bike lanes or cycle paths. While the deadline set by the agency has not yet ended, many riders continue to ride their electric motorcycles that do not require a license or registration.
