Petrobras Said Production Began at the FPSO Unit, Increasing Lula Pre-Salt Production in the Santos Basin
Petrobras received the first oil from the floating production, storage, and offloading unit P-67 in the development of the Lula pre-salt in the Santos Basin. The state-owned company said on Friday that the FPSO was installed in block BM-S-11, operated by Petrobras with a 65% stake, in partnership with Shell (25%) and Petrogal Brasil, a joint venture between Galp and China’s Sinopec, with a 10% stake.
P-67 is part of a series of highly standardized or “replicating” FPSOs that Petrobras ordered from Brazilian shipyards to increase production in the pre-salt fields in the concession.
Each of the replicating units has a capacity to produce 150,000 barrels of oil and 6 million cubic meters of natural gas per day.

More than a decade of delays: the duplication of Lot 1 of BR-280, between São Francisco do Sul and Jaraguá do Sul, had its project approved in 2013, suffered stoppages and has remained halted since 2022, with only 36% of the services completed.

Trump gives a deadline, but no relief: Trump’s tariffs remain alive, threaten Brazil, and put Lula against the wall in tense negotiations in the US.

Despite some delays, such as waiting for environmental licenses for the FPSO P-66 – now producing at full capacity in the Lula field – and recent problems with P-67 after an inspection revealed a defect in the flare tower, requiring remediation work. Petrobras is still aiming to reach a production level of 1.1 million barrels of oil in the Lula-Cernambi development.
Meanwhile, earlier this week, Petrobras paid US $ 682.6 million as part of non-penalty agreements made last year with U.S. and Brazilian authorities.
The agreement, which does not equate to a confession or acknowledgment by Petrobras, relates to the investigation of violations of the Foreign Corrupt Practices Act (FCPA).
The funds will be deposited by Petrobras into a special fund in Brazil to be used for various social and educational programs to promote transparency, citizenship, and compliance in the public sector.
