Record Tariff Reignites Economic Tension

The United States, under the leadership of Donald Trump, officially announced on July 9, 2025, a historic tariff of 50% on Brazilian imports.
This decision was publicly announced by Trump in a letter addressed to President Luiz Inácio Lula da Silva.
The measure surprised many by combining commercial and political elements.
The new rate, according to the Office of the United States Trade Representative (USTR), replaces the 10% rate imposed in April of the same year.
Although Trump justified the increase as a response to “unfair trade,” the agency confirms that, in 2024, the U.S. maintained a trade surplus of US$ 7.4 billion with Brazil.
Still, Trump emphasized that accumulated deficits in other sectors threaten U.S. economic security.

Bolsonaro’s Trial Enters the Equation

In addition to the economic argument, Trump attributed part of the new taxation to the ongoing judicial process against former President Jair Bolsonaro.
To Trump, the former Brazilian leader was treated “unfairly” and “disrespectfully” after leaving office in 2022.
This statement was recorded in the letter also sent via the social media of the former American president, Truth Social.
To justify the elevated tariff, Trump cited alleged attacks on the freedom of expression of American digital companies.
He referred to court orders from Brazil’s Supreme Court which, according to him, would restrict technology platforms.
According to the correspondence, the new tariff rule will take effect on August 1, 2025.
It will apply to any product originating from Brazil.

Markets React Immediately

With the announcement, the impact on the financial market was instantaneous.
The future Ibovespa, expiring in August 2025, recorded a decrease of 2.23%, reaching 138,085 points, according to B3 data collected at 5:40 PM (Brasília time).
The future dollar for the same period rose 1.76% and reached R$ 5.58.
In the spot session, the index closed down 1.3%.
The commercial dollar appreciated by 1.06% and ended the day at R$ 5.50.
The fear of new impacts on Brazilian exporters, especially in the agribusiness and steel sectors, increased risk aversion among investors.

Dear Mr. President:

I have known and interacted with former President Jair Bolsonaro, and I respected him greatly, as did most other world leaders. The way Brazil has treated former President Bolsonaro, a leader highly respected worldwide during his tenure, including by the United States, is an international disgrace. This trial should not be happening. It is a witch hunt that must end IMMEDIATELY!

In part due to Brazil’s insidious attacks on Free Elections, and the fundamental rights of Freedom of Expression of Americans (as recently illustrated by the Brazilian Supreme Court, which issued hundreds of SECRET and ILLEGAL censorship orders to U.S. social media platforms, threatening them with millions of dollars in fines and expulsion from the Brazilian social media market), starting August 1, 2025, we will be charging Brazil a 50% tariff on any shipment of Brazilian products to the United States, separate from all sector tariffs. Goods transshipped to evade this 50% tariff will be subject to this higher rate.

Furthermore, we have had years to discuss our trade relationship with Brazil, and we have concluded that we must move away from the old and very unfair trade relationship created by Brazil’s tariff and non-tariff policies, as well as trade barriers. Our relationship has unfortunately been far from reciprocal.

Please understand that the 50% rate is much lower than what is necessary to have a level playing field that we must have with your country. And it is necessary to have this to correct the serious injustices of the current regime. As you know, there will be no tariff if Brazil, or companies within your country, decide to build or manufacture products within the United States, and in fact, we will do everything possible to obtain approvals quickly, professionally, and routinely—in other words, within weeks.

If for any reason you decide to raise your tariffs, then, whatever number you choose to raise, will be added to the 50% that we charge. Please understand that these tariffs are necessary to correct the many years of Brazil’s tariff and non-tariff policies, as well as trade barriers, causing these unsustainable trade deficits with the United States. This deficit is a significant threat to our economy and indeed to our national security! Additionally, due to Brazil’s continued attacks on American companies’ Digital Commerce activities, as well as other unfair trading practices, I am instructing U.S. Trade Representative Jamieson Greer to immediately initiate a Section 301 investigation of Brazil.

If you wish to open your till-closed trade markets to the United States, and eliminate your tariff, non-tariff policies, and trade barriers, we may, perhaps, consider an adjustment to this letter. These tariffs may be modified, up or down, depending on your relationship with our country. You will never be disappointed with the United States of America.

Pressure on the BRICS Bloc and Formal Investigation

According to the information revealed on Wednesday, Trump indicated that this letter also serves as a direct message to the BRICS bloc.
This group includes Brazil, Russia, India, China, and South Africa.
The former American president insists that emerging countries threaten the dollar’s position as the world’s reserve currency.
On the same day, the Office of the U.S. Trade Representative, led by Jamieson Greer, confirmed the opening of an investigation under Section 301.
The inquiry will examine alleged unfair trade practices by Brazil, especially in the digital sector.
For Trump, opening the Brazilian market to American goods and services is a key condition for reversing the tariff increase.

New Rates Affect Other Countries

In addition to Brazil, Trump outlined additional tariffs for other developing nations. For example, Algeria, Libya, Iraq, and Sri Lanka will face a 30% rate.
Similarly, Brunei and Moldova will face a 25% tax.
Meanwhile, the Philippines, among the 50 largest partners of the U.S., will have products taxed at 20%.
In a statement at the White House on July 9, 2025, Trump defended the percentages based on deficits and historical facts. Additionally, this statement was made to reporters present.
Finally, it is worth noting that the formal notification began on July 7.
Thus, this occurred to meet the negotiation timeline, as reported by Reuters.
