ANP opens public hearing to update Permanent Offer tender with 45 new blocks in Campos, Santos, and Potiguar
The National Agency of Petroleum, Natural Gas and Biofuels (ANP) held a public hearing this Monday, April 28, 2026, to discuss the inclusion of 45 new exploratory blocks in the Permanent Concession Offer (OPC), as disclosed by the ANP.
The session was held online, via Microsoft Teams, from 2 PM to 5 PM.
Where the 45 blocks are located
Of the 45 new blocks, 26 are in the Campos Basin, 11 in the Santos Basin, and 8 in the Potiguar Basin.

The blocks in the Campos and Santos Basins are in deep and ultra-deep waters — the same pre-salt regions.
The 8 blocks in the Potiguar Basin are terrestrial (onshore).
With the inclusion, the total number of blocks in the OPC rises from 450 to 495, in addition to five onshore areas with marginal accumulations.
How the Permanent Offer works
The OPC is the current model for bidding on oil blocks in Brazil since 2019.
Unlike traditional rounds with fixed dates, the OPC allows companies to submit proposals at any time for the blocks listed in the tender, according to CNN Brasil.
The ANP evaluates and accepts offers in periodic cycles.
The format gives more flexibility to oil companies and the government to expand exploration without depending on a rigid calendar.
Context: Brazil expands exploration amid global crisis
The expansion of the OPC occurs at a strategic moment.
With Brent crude above US$110 per barrel and the Strait of Hormuz partially blocked, the demand for new production sources is growing globally.
Brazil is the largest oil producer in Latin America and the 8th in the world, with a record production of 5.3 million barrels per day in February 2026.
The new blocks in the Campos and Santos Basins reinforce the exploratory potential of the pre-salt, which concentrates more than 70% of national production.
The public hearing gathered contributions from companies and sector entities. The next step is the publication of the updated tender by the ANP.
