Case in São José dos Campos mobilized municipal teams, had judicial authorization, and revealed a residence taken over by waste, with sanitary risk for the resident and neighbors in Jardim Imperial, as well as the referral of the elderly to public shelter after the removal of tons of materials.

An elderly man who lived alone in Jardim Imperial, in the southern region of São José dos Campos, in the interior of São Paulo, was taken to a public shelter after the City Hall removed about 17 tons of waste accumulated inside and outside the residence.

The operation had court authorization as it took place in a private property, where municipal teams found unusable materials, collected objects, and scrap spread in a volume considered risky for the resident and the neighborhood.

According to the City Hall of São José dos Campos, the case required the joint action of different areas of the municipal administration, as it involved public health, social protection, urban inspection, and the need to enter a private property.

Before the cleanup, the property had already accumulated notifications and fines since 2020, as informed by the municipality, which resorted to the court to obtain the necessary permission to remove the materials.

Sheltering of the elderly before the cleanup

Before the trucks and maintenance teams entered the property, educators from Social Support attended to the elderly man on-site and accompanied his departure from the residence.

The City Hall reported that the professionals respected the resident’s “farewell” moment until the boarding for the public shelter, a step taken before the heavy cleaning and removal of accumulated waste.

Only after this assistance did the City Maintenance staff begin to remove the material that occupied the house and part of the external area, in an operation that required nine truck trips.

In addition to City Maintenance, the action involved teams from the Municipal Civil Guard, Posture Inspection, Civil Defense, Urban Mobility, Social Support, Epidemiological Surveillance, Sanitary Surveillance, and Zoonoses.

The presence of so many public services at the same address occurred because the accumulation posed different risks, including sanitary threat, social vulnerability, need for inspection, and control of venomous animals.

Risk of dengue and scorpions in the property

Among the main concerns of the teams was the possibility of the proliferation of the dengue mosquito, as accumulated waste and areas without circulation can favor breeding grounds and hinder sanitary control.

There was also a risk of scorpions and other venomous animals, according to the City Hall, because piles of stationary materials and spaces taken over by scrap can serve as shelters for urban pests.

The problem was not limited to the interior of the house, as part of the waste occupied the external area and increased the concern of surrounding residents with the circulation of insects and animals.

During the operation, neighbors of Jardim Imperial followed the movement of trucks, vehicles, and municipal employees, in an action that drew attention due to the volume of waste removed from the property.

Reports from residents cited by the City Hall indicate that the situation was already considered critical at the end of the previous year, when people from the region organized a task force to clean the yard.

A few weeks after this initiative, the space was once again taken over by waste, reinforcing the need for a formal intervention, with judicial authorization and participation of different municipal bodies.

Notification history since 2020

Cases of accumulation in residences usually require a broader response than simply removing objects, especially when there is a sanitary risk, resistance to entry into the property, or vulnerability of the resident.

In São José dos Campos, reports about similar situations can be made through Central 156, which forwards the information to the posture inspection teams to conduct an inspection at the address.

After verification, inspectors assess whether there is a need for notification, fines, or other administrative measures, depending on the severity of the case and the conditions found at the reported property.

When cleaning needs to occur on private property and there is no authorization for entry, the municipality can resort to the courts to obtain permission for access and removal of materials.

In the case of Jardim Imperial, this administrative path had been pursued for years, as the residence had records of notifications and fines since 2020.

The judicial authorization allowed the teams to remove tons of waste and act on a property that, according to the City Hall, already posed a risk to the resident and neighbors.

The scale of the operation showed how accumulation can transform a house into an unsuitable living environment, with rooms and external areas converted into storage for unused objects.

With the advance of scrap and waste, spaces intended for circulation, hygiene, and rest become occupied by accumulated materials, increasing the resident’s exposure to sanitary risks.

Other actions against extreme accumulation in São José dos Campos

The cleaning in Jardim Imperial was not the only operation of this type carried out by the São José dos Campos City Hall in 2026, according to information released by the municipal administration.

In the same year, six other property cleaning actions with judicial authorization had already been carried out, with about 50 tons of waste removed from these locations.

This volume shows that situations of extreme accumulation may require recurring action from the public authorities, with the participation of areas related to health, inspection, social assistance, security, and zoonoses.

In addition to the removal of the material, such occurrences may involve social evaluation, accommodation measures, urban pest control, and monitoring of the sanitary conditions of the address.

Although the loaded trucks visually highlighted the problem, the care for the elderly was treated as a central stage of the operation carried out in Jardim Imperial.

After leaving the residence, he was sent to a public shelter, a measure adopted to ensure accommodation during the municipal intervention and the removal of accumulated waste.

The situation reveals a sensitive line between private property, public health, and social protection, especially when the accumulation inside a house starts to represent a concrete risk.

In these circumstances, the action of the public authorities needs to consider not only the property but also the resident, the neighbors, and the workers responsible for entering the location.

In São José dos Campos, the operation only occurred after judicial authorization and the mobilization of various areas of the administration, in a response that went beyond sending trucks.

The case shows that reports of accumulation are not limited to property cleaning, as they may involve social vulnerability, sanitary risk, and the need for continuous monitoring.
