New Decree Expands Calls in Regulatory Agencies, Ministries and Autarchies; Provision Depends on Budget Availability and Vacancies.
The Official Gazette of the Union published this Thursday (2), the Decree No. 12,647, of October 1, 2025, which authorizes the appointment of 1,434 candidates approved in public competitions who were not classified within the initial number of vacancies. The measure covers 20 federal agencies and ministries, including strategic regulatory agencies and institutions of great relevance for the Brazilian State.
Agencies Covered by the Decree
According to the text signed by President Luiz Inácio Lula da Silva, candidates may be called for higher-level positions in institutions such as:
- National Water and Basic Sanitation Agency (ANA) – 20 vacancies;
- National Civil Aviation Agency (ANAC) – 35 vacancies;
- National Electric Energy Agency (ANEEL) – 20 vacancies;
- National Telecommunications Agency (Anatel) – 25 vacancies;
- National Waterway Transportation Agency (ANTAQ) – 15 vacancies;
- National Land Transportation Agency (ANTT) – 25 vacancies;
- National Health Surveillance Agency (Anvisa) – 100 vacancies;
- Central Bank of Brazil (BCB) – 200 vacancies;
- Securities and Exchange Commission (CVM) – 30 vacancies;
- National Foundation for Indigenous Peoples (Funai) – 175 vacancies;
- Brazilian Institute of Geography and Statistics (IBGE) – 88 vacancies;
- National Institute of Industrial Property (INPI) – 120 vacancies.
The decree also covers ministerial departments, such as the Ministry of Justice and Public Safety (100 vacancies), the Ministry of Planning and Budget (122 vacancies), the Ministry of the Environment and Climate Change (90 vacancies), as well as the Ministry of Foreign Affairs (50 vacancies) and the Ministry of Indigenous Peoples (15 vacancies).

Conditions for Appointment
The provision of positions is conditioned to the existence of vacancies at the time of appointment and to the declaration of the expenditure authorizer regarding the budgetary and financial suitability of the expenditure. Each agency will be responsible for checking conditions in advance and issuing the necessary acts to comply with the determination.
In the case of positions for Technical-Administrative Analyst, the decree stipulates that the appointment will be made by the Ministry of Management and Innovation in Public Services (MGI), but with decentralized exercise in the agencies of origin of the approved vacancies.
Immediate Validity
Decree No. 12,647 came into effect on the date of its publication, on October 1, 2025, and marks another step in reinforcing the personnel framework of strategic federal agencies, after conducting the Unified National Public Competition (CPNU) and other specific competitions held since 2023.
