With Promises of Cutting-Edge Technology, R$ 9 Trillion, and a Futuristic Port, Mataraca in Paraíba Almost Became the Center of the World. However, Investigations Revealed Irregularities That Buried the Project. Understand the Story That Shocked Brazil!
Next week, marks one year since one of the most surreal proposals in Brazil’s recent history.
In December 2023, a group of Chinese investors shocked the country by offering an impressive R$ 9 trillion to transform Mataraca, a small town on the northern coast of Paraíba, into a futuristic metropolis.
The amount, equivalent to 1.5 times the national GDP, would be enough to pay off Brazil’s entire public debt, which, as published by CPG this Friday (29), reached exactly R$ 9 trillion.

Brazil, Norway, Indonesia, France, and Germany are the only ones in the world that have put money into the tropical forest fund created at COP30 in Belém, and the target of US$10 billion by the end of 2026 seems increasingly difficult to reach.

Chinese investment changes course in Brazil, moving from hydroelectric plants and oil to compete for consumers with ice cream, cars, and delivery: Mixue plans R$ 3 billion and up to 1,000 stores by 2030, while the country’s total investment doubled to US$ 4.2 billion.

A company present in 77% of Brazilian households generated R$ 26.9 billion in revenue in 2025 but has no billionaires because its business model operates in a way almost nobody knows.
However, what seemed to be a golden opportunity for local development soon proved to be one of the most intriguing and controversial episodes ever seen in the country.
Mataraca: From Anonymity to the Spotlight
With just over 8,000 inhabitants, Mataraca is a quiet town on the Paraíba coast, known for its natural beauty, such as Barra de Camaratuba Beach, and its environmental reserves.
Until the end of 2023, it was unlikely that the town would enter the radar of international investors, especially with such an absurd proposal in scale.
However, the Brazil CRT group, which presented itself as an intermediary for a Chinese consortium, chose Mataraca as the base for a megaproject that promised to turn the municipality into a global model of innovation and technology.
The Futuristic Vision That Impressed Brazil
The plan, announced with great fanfare, envisioned the construction of a “smart city” that would be a landmark on the South American continent.
Among the promises were:
State-of-the-art ecological skyscrapers designed to harness solar and wind energy.
Automated public transportation, entirely powered by clean energy.
The creation of a cutting-edge offshore port, capable of rivaling the largest ports in the world.
Research centers for artificial intelligence and robotics, attracting the greatest minds from the planet.
For local residents and authorities, the proposal sounded like a distant dream.
But with the figure of R$ 9 trillion being widely publicized, expectations quickly grew.
The Initial Euphoric Reaction
The mayor of Mataraca, Egberto Madrugada, was one of the first to express enthusiasm for the project, stating in interviews that the town was ready to “leap into the future”.
Local and state politicians also celebrated the announcement, seeing in the proposal an opportunity to put Paraíba in the global spotlight.
However, it didn’t take long for doubts about the project’s feasibility to arise.
The First Cracks in the Chinese Dream
Shortly after the announcement, investigations began to be conducted by the Public Prosecutor’s Office of Paraíba, led by prosecutor Ellen Veras Ximenes.
Various aspects of the project began to raise suspicions:
The origin of the money: there was no proof that the Brazil CRT group or the Chinese investors had the necessary R$ 9 trillion.
Irregular documentation: parts of the urban planning plan were copies of projects used in cities in China and even Europe.
Credibility of Brazil CRT: the intermediary company had no recognized history and was not even properly registered in Brazil or China.
Lack of technical details: there were no environmental or economic impact studies to support the project’s grandeur.

The Implosion of the Project and the Frustration in Mataraca
As investigations progressed, it became clear that the megaproject was unsustainable.
The Chinese consulate in Brazil stated that there was no official relationship between the government or recognized companies and the Brazil CRT group.
In the following weeks, the project was officially discarded, leaving Mataraca’s population frustrated and the city hall silent.
Why Was Mataraca Chosen?
The choice of Mataraca raised many questions.
Experts suggest that its strategic location, close to the coast and with ample areas for construction, may have attracted the supposed investors.
Additionally, being a small municipality with low media exposure, the town could have been seen as an easy target for grandiose promises.
The National Impact and Lessons from the Case
The episode of the alleged Chinese investment in Mataraca is a reminder that grand proposals must be examined with rigor and transparency.
Although Brazil needs foreign investments for its development, it is essential to ensure that these projects have solid foundations.
Similar Cases in Brazil and Around the World
Stories of promises of unrealistic investments like this one from China are not exclusive to Mataraca.
Other examples include projects such as Belo Monte hydropower plant, which faced years of controversies, and megainvestments in ports in the Northeast that never materialized.
These cases reinforce the importance of verifying the credibility of proposers and the economic viability of any proposal.
Between Dream and Reality
Although Mataraca was the stage for one of the most surreal episodes in Brazil’s recent history, the town retains its natural charm and resilience.
The dream of becoming a futuristic metropolis may have ended, but the lesson left by this story remains alive. And what do you think, can projects like this still happen in Brazil?
