The new rules of BR-316 are already in effect between km 1.7 and km 9, the stretch that connects Belém to Ananindeua and Marituba, and came after truck drivers from Pará took to the streets to demand the end of restrictions

Those who make a living behind the wheel in Greater Belém need to memorize the new rules of BR-316 now. According to DOL, drivers of cargo vehicles using the highway in the Metropolitan Region of Belém should pay attention to the changes that are already in effect and that reduce the restriction periods for large trucks.

The change was defined by the Government of Pará through Decree No. 5,506, published on July 3, 2026, and directly affects the strategic stretch between km 1.7 and km 9 of BR-316, which connects Belém to municipalities like Ananindeua and Marituba and experiences heavy traffic daily, according to DOL. The bottom line: heavy trucks gained much more time to operate, and medium trucks were completely freed.

What really changes on BR-316: the new schedule

The central rule was streamlined. With the decree, the circulation restriction for CVCs, cargo vehicles with a Gross Total Weight above 29 tons, now applies only from Monday to Friday, during peak hours: from 6:30 am to 8:30 am and from 5:30 pm to 7:30 pm, according to DOL. Outside these two windows, totaling 4 hours per business day, heavy vehicles are allowed on the stretch.

And there’s more. Trucks and other cargo vehicles with a GTW equal to or less than 29 tons are no longer restricted by time and can circulate freely on the highway, according to DOL. In practice, most of the urban distribution fleet in Greater Belém gained free passage on BR-316.

End of restrictions on weekends, with an important exception

Saturday and Sunday have also changed. The decree ends the limitations on Saturdays, Sundays, and holidays that are not extended, according to DOL. Those who planned deliveries avoiding weekend windows can reorganize their route.

The exception is during long holidays. The differentiated inspection will be maintained during extended holidays, when the increase in the number of vehicles requires greater traffic organization, reports DOL. In other words: during beach and busy road holidays, the rule tightens again.

The pressure from truck drivers that made Pará back down

The change didn’t fall from the sky. The decision came after the protest organized by ACAEP, the Truck Drivers Association of the State of Pará, which demanded the end of time restrictions for long vehicles on the highway, according to DOL. The category took to the streets, and the decree followed.

DOL records the official justification: for the Government of Pará, the update seeks to adapt freight transport to the reality of BR-316, preserving mobility during periods of greater congestion. It is an attempt to balance two sides fighting for the same asphalt: the cargo that supplies the region and the urban traffic of those who live along the highway.

FAQ: what is PBT and which trucks fall under the rule

Two technical terms define who can and cannot drive, and it’s worth translating them. CVC is the acronym used for combinations of cargo vehicles, and PBT is the Gross Total Weight, the sum of the vehicle’s weight with the load it carries, and it is this measure of 29 tons that separates the trucks allowed from the restricted trucks on BR-316, according to the terms used by DOL in the description of the decree.

In practice, in reading this editorial, duly signaled: the medium urban truck, the one for delivery, moving, and commercial supply, tends to be below 29 tons and can drive freely at any time. Meanwhile, the trailers and long combinations, which haul heavy long-distance loads, are the ones that need to respect the restriction of the two peak windows on weekdays. This is why the category of long vehicles was precisely the one that most demanded change, as shown by the protest recorded by DOL.

The relaxation of the rules came with a warning. With the change, transport companies, logistics companies, and truck drivers must reorganize routes and schedules, especially during peak periods, since non-compliance with the rules can lead to vehicle retention and other measures by supervisory bodies, according to DOL.

Here’s a practical reminder, in reading this editorial, duly signaled: the two prohibited windows for heavy vehicles over 29 tons are exactly the commuting hours, in the morning and late afternoon. Missing the clock during these periods, now that the rule has become more generous for the rest of the day, is the easiest way to end up in the retention yard.

What the new BR-316 changes for those who live on the road in Pará

Here’s the observation from this editorial, duly signaled: for the truck driver and transport companies in Greater Belém, the deal got much better. A medium truck, up to 29 tons, which previously dealt with restriction windows, can now run at any time, and even the heavy ones got the regular weekends back. Less time stopped means freight arriving earlier and lower cost per trip.

For those living in Ananindeua, Marituba, and the neighborhoods of Belém cut by the highway, the government’s bet, as recorded by DOL, is that protecting the two peak hours on weekdays will be enough to hold back congestion.
