Mauá Officializes Adhesion to Federal Program That Delivers Zip Codes to Communities, Begins Street Regularization in Jardim Pajussara and Connects Formal Addressing to Public Investments in Urbanization, Drainage, Risk Containment and Inclusion of Residents in Essential Services.
Mauá, in Greater São Paulo, officially adhered to the federal program Zip Code for All and was pointed out as the first city in the country to integrate the initiative, which aims to provide formal addressing to slums and urban communities.
The first phase in the municipality aims at the identification of streets and the official numbering of thoroughfares in Jardim Pajussara, an area where around 12,000 residents lived without a recognized address to receive letters and packages at home.
According to the City Hall, the measure should enable deliveries and services that depend on an address, such as mail, packages, and registrations, to function as in other regions of the city.

The municipality also states that the numbering is part of a broader package of interventions linked to the Vibrant Periphery program, with announced resources of R$ 212 million for works in risk areas and urbanization.
Zip Code for All Delivers Formal Addressing to Jardim Pajussara
Mauá’s adherence to Zip Code for All was formalized during a meeting of the Vibrant Periphery Network in Brasília, with the participation of Mayor Marcelo Oliveira (PT).
The initiative is led by the National Secretariat for Peripheries, of the Ministry of Cities, and aims to guarantee formal addresses for peripheral territories, expanding access to essential services.
In Jardim Pajussara, the regularization involves coding thoroughfares and installing identification signs.
In practice, the proposal aims to eliminate the dependency on borrowed addresses, a situation described in Mauá by municipal technicians as a daily problem for receiving mail and packages.
The City Hall informs that 54 streets will be included, with an estimated impact on approximately 3,000 families.
In the same announcement, however, the municipality mentions initial implementation in 53 streets in the neighborhood, which will receive official numbering from the Post Office and identification signs.
The difference appears in official communications and may be related to the way thoroughfares are classified, but the City Hall does not detail this distinction in the released text.
Streets with Names Chosen by Residents and Approved by Law
The naming of the streets in Jardim Pajussara went through the City Council and was sanctioned in October 2024, according to information released by local sources.
The choice of names occurred with community participation, which suggested tributes to people with a history in the territory.
The coordinator of the Housing Secretariat, Eliana de Almeida Caldeira, described that the process included meetings before sending the project to the Legislative and that the naming suggestions came from the residents themselves.
“Before sending the PL (Legislative Project) to the Council, we held meetings with residents and they suggested the names for the streets. In most cases, they are names of people who have some relation or history with the community.”
Among the named thoroughfares is one that will bear the name of Ângela Lima de Sousa, remembered by the community and honored by a proposal from the residents.
She passed away in May 2024 at the age of 44, and the tribute was recorded in discussions about the naming of the streets, according to descriptions reported by local vehicles.
Occupation, Judicial Disputes and Initiation of Urbanization
Jardim Pajussara emerged in 2018, from an occupation in a public area of environmental preservation, and went through attempts of repossession until 2021, according to information gathered in reports and municipal communications.
With the conclusion of the judicial process, the territory began to receive infrastructure interventions, such as water connections and other improvements.
In this context, formal addressing appears as an additional stage of urbanization, as it allows for the recognition of the location in public and private service systems.
In the released material, the municipal team also relates the measure to the objective of expanding opportunities and access to public policies in vulnerable regions.
Investments of the Vibrant Periphery Total R$ 212 Million in Mauá
In addition to Zip Code for All, the City Hall reports that Mauá was granted R$ 212 million in actions linked to the Vibrant Periphery.
The disclosed division forecasts about R$ 22 million for slope containment in areas of high and very high risk.
Another R$ 30 million is to be allocated to drainage works and flood mitigation.
Approximately R$ 160 million is planned for urbanization and risk mitigation in the neighborhoods Chafick and Macuco, where around 3,000 families live.
When announcing the adhesion to Zip Code for All, Mayor Marcelo Oliveira stated that the city would benefit from actions directed at vulnerable areas.
“It is a great joy to see our city being contemplated with actions that transform people’s lives. Offering dignity and better conditions to those living in vulnerable areas strengthens the entire city, generates self-esteem, belonging and promotes social inclusion.”
The schedule for delivering the addressing and the signs in Jardim Pajussara is included in communications and reports, with mentions of an event in the neighborhood itself, in the afternoon.
In a municipal note, the official delivery of the addressing was scheduled for December 18, at 2 PM.
