Ready to be approved by President Jair Bolsonaro is the draft of the presidential decree that will allow visas for Americans, Canadians, Japanese, and Australians without requiring reciprocity from this group of countries considered strategic for tourism in Brazil. Tourists from these countries will be able to enter Brazil without applying for authorization, and the same will not happen for Brazilians wishing to enter those countries. The non-requirement of reciprocity has a loophole in Article 9 of the Immigration Law, which states that the regulations provide for hypotheses and conditions of reciprocal or unilateral visa exemption. The topic was discussed in a meeting attended by the Minister of Tourism, Marcelo Álvaro Antônio, and the Minister of Foreign Relations, Ernesto Araújo.
The changes were attempted during Michel Temer’s administration but were blocked by the Itamaraty. Opposed to the measure, former chancellor Aloysio Nunes managed to prevent its implementation, even with the change in the law. The government then adopted an electronic visa for these four countries.

Since the implementation of the electronic visa for the four countries in December 2017, requests have increased by 41% in one year, according to the government. The ministry’s projection is that if all these additional tourists who applied for the electronic visa actually travel to Brazil, they could increase the sector’s revenue by US$ 71 million (approximately R$ 265 million).
