For More Than Four Decades, The Land of Grupo Silvio Santos in Bela Vista Was The Stage of Disputes, Blocked Projects, Cultural Mobilizations, and Long Legal Battles
The dispute that dragged on for more than four decades between Grupo Silvio Santos and Teatro Oficina, run by Zé Celso Martinez Corrêa, came to an end in September 2024.
The deadlock involved a plot of about 11,000 m² located in the Bela Vista neighborhood, in the central region of São Paulo, next to the theater group’s headquarters.
Land Purchased by Silvio Santos in The 1980s
The space, acquired by Silvio Santos in the 1980s, was the target of real estate projects from the group, which aimed to build residential and commercial towers up to 100 meters tall.

The proposal, however, faced strong resistance from Zé Celso and cultural movements, who advocated for the creation of a public park in the area — the so-called Bixiga Park.
Resistance from Teatro Oficina and Cultural Mobilization
For Zé Celso, the constructions would harm the natural light and visibility of Teatro Oficina, which has been registered as a historical heritage site. The clash gained symbolic dimension, becoming an emblematic case of dispute between the right to the city, real estate speculation, and cultural preservation in São Paulo.
Intervention by Iphan and Legal Actions
During the 2010s, the National Institute of Historical and Artistic Heritage (Iphan) even approved, with restrictions, the project to build the towers.
However, the Federal Public Ministry appealed the decision, arguing a risk to the integrity of the theater and urban heritage. The injunction granted by the courts prevented the start of construction, prolonging the deadlock.
Agreement Between The City Hall and Grupo Silvio Santos
The definitive solution came in September 2024, when Grupo Silvio Santos and the City Hall of São Paulo signed an agreement to end the dispute.
According to the understanding, the land will be expropriated and transformed into a public area intended for the implementation of Bixiga Park — a proposal defended by Zé Celso since the 1980s.
Value and Origin of The Funds
The agreement was valued at about R$ 65 million. Of this total, approximately R$ 51 million will be funded by a conduct adjustment agreement between the City Hall and the University Nove de Julho (Uninove), while the remainder will be paid directly to Grupo Silvio Santos by the municipal government.
Bixiga Park: A New Chapter for Bela Vista
With the formalization of the expropriation, the area becomes the responsibility of the City Hall of São Paulo, which must develop the park’s project.
The proposal is to create a space for leisure, culture, and nature in the heart of Bela Vista. The measure was celebrated by artists, urban planners, and residents, who see Bixiga Park as the realization of a collective dream and the end of one of the longest urban disputes in the city of São Paulo.
Next Steps and Implementation
Despite the agreement, the park’s implementation still depends on technical and administrative steps, such as legislative approval, the definition of a construction schedule, and the allocation of funds for maintenance.
However, the outcome already marks a symbolic victory of culture over real estate speculation in the historical center of São Paulo.
