A project costing more than R$ 80 million allocated resources to pave roads amidst pastures and plantations, directly benefiting properties of the neighbor and friend of President Lula. The information is from the portal Correio do Estado.

While several busy roads in Campo Grande, such as Calógeras, Mascarenhas de Moraes, and Manoel da Costa Lima avenues, are awaiting funds for resurfacing, the city hall of the southern Mato Grosso capital allocated nearly R$ 100 million in the last three years to pave roads that pass through rural areas, filled with pastures and soybean plantations, behind the city’s International Airport.

The investment, the largest in Mayor Adriane Lopes’s administration, has federal origins, being almost entirely funded by parliamentary amendments.

The curious point is that the new paving directly benefits properties belonging to rancher Glaucos da Costamarques, neighbor of President Luiz Inácio Lula da Silva, and businessman José Carlos Bumlai, a personal friend of the Brazilian leader.

Both names gained national notoriety during the investigations of the Operation Lava Jato, when they were associated with scandals involving the construction company Odebrecht and suspicious loans.

Paving Advances Over Private Properties

The project, which totals R$ 84.6 million, not including contract additives, is promoting the paving of Avenida Wilson Paes de Barros and a new road still without an official name.

Both are located in the western region of Campo Grande, bordering rural areas and the airport.

Avenida Wilson Paes de Barros starts at Avenida Duque de Caxias, goes around the airport, and extends for five kilometers, reaching the Santa Emília neighborhood.

Part of the road has been duplicated and received sidewalks and bike lanes. Furthermore, the city hall constructed large reservoirs capable of holding up to 90 million liters of water to contain floods, justifying the investment in the region with little topographical incline.

However, according to the mentioned newspaper, the movement in the area is still modest: besides a few vehicles and cyclists, the scenery is predominantly rural, with cattle grazing and soybean plantations occupying much of the surroundings.

Among the property owners benefited by the new asphalt is Glaucos da Costamarques, who owns four properties in the area, totaling around 180 hectares – equivalent to more than 3,500 urban lots of 360 square meters.

Even though located within the city, these properties were classified by the Justice as rural properties, granting the businessman exemption from IPTU (Urban Property Tax).

As a result, Costamarques managed to avoid a charge of R$ 1.2 million in taxes on one of his farms of 75 hectares and R$ 1.18 million related to another, of 81.5 hectares.

The municipal administration argued for taxation through IPTU, but the businessman’s defense presented proof of cattle raising and sales, which ensured the maintenance of the exemption.

Additionally, the city hall may still be required to cover legal costs.

Another family property, in the name of Regina Bruno Costamarques, wife of Glaucos, may also be indirectly benefited by the paving.

The property, with 30 hectares, is located on the right bank of the Imbirussu Stream, near the Industrial Hub.

Lula’s Friend Also Benefits

In addition to the president’s neighbor, José Carlos Bumlai, rancher and personal friend of Lula, also owns land in the area which is being valued with the infrastructure.

He became nationally known during the Lava Jato, having been arrested and sentenced to nearly 10 years in prison for alleged money laundering.

Bumlai’s estate, of approximately 80 hectares, is not directly on the banks of the new avenue, but the nearby paving and the probable arrival of water, energy networks, and future urban developments can considerably increase the value of his land, impacting the price per square meter in the region.

Investment Origin and Justifications

The bidding for the works was completed in August 2022, still during the government of then-President Jair Bolsonaro.

The contract was signed with the construction company Engevil from Espírito Santo.

The investment was justified by the city hall as part of the implementation of structural roads to improve urban mobility and allow the planned expansion of the city.

In addition to paving, the work package included the construction of two bridges over the Imbirussu Stream, connecting the Jardim Carioca neighborhood to the Industrial Hub – before, the only available crossing was an improvised footbridge.

The project covers a total of:

  • 13.3 kilometers of asphalt,
  • 15.2 kilometers of drainage,
  • 11.6 kilometers of bike lanes,
  • three large rainwater reservoirs to contain floods.

Even with the justification of infrastructure modernization, some structural failures began to appear.

Sections of the bike lanes remain flooded for several days after rains, a problem expected due to the shallow water table and low slope of the area.

The work has not yet been fully completed, as the conclusion of a second bridge over the Imbirussu Stream is still pending.

Appreciation of Surroundings and Future Impacts

Although paving may bring long-term benefits to the region, the immediate impact has been greater for large rural landowners, whose lands are expected to appreciate significantly.

The arrival of urban infrastructure and future real estate developments could transform pasture areas into new residential and commercial neighborhoods, driving up land prices.

With paving completed, the trend is that new developments will be launched, boosting the local real estate market.

Thus, lands previously designated for cattle ranching can become valuable urban assets, resulting in substantial profits for their owners.

Despite criticisms regarding the city hall’s priorities and the lack of investment in already congested roads in the city, the project continues to advance, directly benefiting large landowners, including names linked to President Lula.

Faltou mencionar q a prefeita é do PP e ñ falou que deputado e partido enviou a emenda que é parlamentar e ñ do governo federal. Tem q ser muito **** pra assinar um jornal desse pra ler mentiras tão mal feitas.
