Environmental charge for vehicles from outside should only start after municipal decree and driver orientation campaign
The Environmental Preservation Fee in Porto Seguro, in the south of Bahia, will no longer start in June. The charge, which can reach up to R$ 90 per day, has been postponed to August and still depends on a municipal decree to regulate the procedures.
The change directly interests tourists, local residents, service providers, and transport companies that travel to destinations such as Arraial d’Ajuda, Trancoso, Caraíva, and the headquarters of Porto Seguro. The measure will apply to vehicles entering the municipality and staying for more than eight hours, as provided by municipal legislation.
According to Jornal Correio, the Municipal Tourism Department informed that the charge will only begin after the publication of the decree that will ratify the rule. Until then, the City Hall intends to provide guidance on registration, exemptions, and system operation.

The decision does not cancel the fee. In practice, the postponement creates a transition period for residents and visitors to understand who pays, who is exempt and how the inspection will be carried out.
New date pushes charge to August and leaves decree as central piece of the measure
The main information for those planning to travel to Porto Seguro is that the environmental fee is not yet in effect. The initial forecast was to start in June, but the municipal administration is now working with August as the new deadline.
The decree will be the central piece because it should detail how the system will work in practice. It is expected to include operational rules, deadlines, registration methods, possible consultation channels, and procedures for those eligible for exemptions.
Before this stage, the City Hall informed that it intends to conduct an informative campaign. The idea is to reduce doubts about the new charge, especially among residents of Porto Seguro, neighboring municipalities, and drivers working in the region.
This point is important because the fee does not only affect tourists in private cars. It can also apply to vans, buses, motorhomes, trucks, and utility vehicles entering the municipality without meeting the exemption rules.
How much each type of vehicle may pay in Porto Seguro
According to Municipal Law No. 2,164/25, the Environmental Preservation Fee was created with different values depending on the type of vehicle. The charge starts at R$ 3 per day for motorcycles and goes up to R$ 90 per day for three-axle trailers or car carriers.
For small vehicles, such as passenger cars, the expected amount is R$ 9.90 per day. Pickup trucks and utility vehicles have a fee of R$ 12.90 per day, while tour vans are charged R$ 30 per day.
Minibuses, trucks, and motorhomes will have a daily charge of R$ 45. Buses will pay R$ 70 per day, which is only below the highest range of the table.
The law also provides a charging limit within the month. The text indicates an incidence for up to ten days, preventing the fee from being accumulated indefinitely for the same vehicle during longer stays.
For the visitor, the practical effect will be to include the fee in the travel planning, as is already the case with fuel, accommodation, parking, and crossings. On short trips, the amount may seem small, but for groups, tours, and transport companies, the cost may weigh more.
Who should not pay the environmental fee according to the rules provided
The legislation provides exemption for vehicles in quick transit, provided they stay for less than eight hours in the municipality. This point should be observed by those who only pass through Porto Seguro or enter for short commitments.
Also exempt from the charge are vehicles with municipal plates and vehicles owned by registered residents. Therefore, registration will be an important step to avoid undue charges.
The municipal administration reported that the campaign will provide details on the exemption criteria for residents of Porto Seguro and municipalities in the so-called 8th Region. Among the municipalities mentioned in local disclosures are Eunápolis, Santa Cruz Cabrália, Belmonte, Itabela, Guaratinga, Itagimirim, and Itapebi.
Official vehicles of the municipality, the State, the Union, the Justice, and the Public Ministries are also on the list of exemptions. Ambulances, armored cars, and funeral vehicles registered in the municipality are among the categories exempt from the charge.
Service providers to local commerce, vehicles from electricity, telephony, sanitation, and internet concessionaires, as well as collective transportation of workers from other municipalities, may also be exempt if they are duly registered.
License plate monitoring should replace physical barriers
The TPA charge should occur through electronic identification of vehicles. The proposal discussed in the City Council provided for the use of smart cameras to monitor the entry and stay of vehicles.
This model avoids the installation of toll booths at the entrances but requires a well-organized digital operation. The system needs to identify license plates, cross-check data, apply exemptions, and allow for disputes in case of errors.
The law mentions automatic charging from the moment the vehicle enters the municipal jurisdiction. In practice, this means that the driver should not expect a barrier or booth to know if they are subject to the fee.
Therefore, the decree will be decisive in clarifying how the visitor can check debts, pay the fee, prove exemption, or regularize information. Without this detail, the charge may cause doubts precisely during the period of highest tourist flow.
City Hall defends preservation, but the charge is already born amid debate
The justification for the Environmental Preservation Fee is to compensate for the impacts caused by the large flow of vehicles in a tourist city. Porto Seguro receives visitors at different times of the year and concentrates destinations with strong national appeal, such as Trancoso, Arraial d’Ajuda, and Caraíva.
According to the City Council of Porto Seguro, when the project was approved in September 2025, the proposal aimed to raise funds for environmental preservation, urban mobility, and investments in public services. The Council also noted that the charge would be made through a monitoring system with cameras.
The debate, however, is not simple. During the proceedings, there was criticism from a councilor who classified the measure as a kind of “disguised toll,” advocating for oversight of the destination of the collected resources.
This is the most sensitive point of the new rule. For part of the population, the charge can be seen as a tool for preservation and tourism organization. For others, it may represent another cost to circulate in a destination that already heavily depends on tourism activity.
