The Government of São Paulo sent to the Legislative Assembly, in urgency, a bill that exempts IPVA for motorcycles, mopeds and motor scooters up to 150cc from individuals, valid from January 1, 2026, reducing costs for millions of drivers.
The text sent to the Legislature establishes that the exemption from the Motor Vehicle Property Tax will only apply to vehicles in regular registration and licensing status in the State of São Paulo.
The proposal amends Law No. 13,296/2008, a regulation that governs the collection of IPVA in São Paulo territory, adjusting taxation criteria for smaller displacement vehicles predominantly used for daily commuting.

Fiscal Planning and Legal Criteria
According to the text sent to the Legislative Assembly, the proposal was structured based on fiscal projections and the update of the Fipe Table expected for 2026, seeking balance between tax exemption and budgetary responsibility.
The government informs that the initiative meets the requirements of the Fiscal Responsibility Law, considering impacts on revenue and the financial capacity of the State in the next fiscal year.
The legislative change is part of other actions aimed at individual mobility and the recognition of motorcycles as an economic tool, concluding the project with legal adjustments that are now under review by state deputies, in priority processing.
