Mayor Ricardo Nunes and Governor Tarcísio de Freitas toured the East Zone this Tuesday (16) to deliver housing, deeds, and announce an investment of R$ 80 million in paving around one hundred city streets
According to a release published by the São Paulo City Hall on its official website, Mayor Ricardo Nunes had a busy schedule in São Mateus, in the East Zone, on Tuesday (16), during the activities of the Prefeitura Presente program. With more than 470 thousand inhabitants, the region is currently receiving investments exceeding R$ 1.5 billion in works, services, and new health and leisure facilities. During the visit, the mayor inaugurated Vila Reencontro São Mateus I, delivered more than 3,200 deeds and 200 homes, inspected ongoing works, and talked with local residents. Governor Tarcísio de Freitas accompanied part of the agenda.
Prefeitura Presente is described by the municipal administration as an initiative based on presence, dialogue, and integrated action, where decisions are made based on the local reality of each territory, with coordination among different departments. “Today we are at Prefeitura Presente in São Mateus, the third held in this territory. During Prefeitura Presente, the mayor, the secretaries, and the entire City Hall team spend the whole day in the region. It’s a full day of activities: seeing works, inaugurating facilities, listening to people, and receiving compliments and criticisms to improve,” said Ricardo Nunes during a visit to the São Mateus Cultural Center works.
Cultural Center and new UPA: investments in health and leisure for the region
The future São Mateus Cultural Center received an investment of R$ 6.7 million and was designed with sustainable solutions, with the capacity to accommodate up to 600 people simultaneously. The space will feature workshops, artistic performances, courses, and rehearsals. “This was just a shed, a roof, you couldn’t even call it a Cultural Center, but now yes, a great work, over 1,000 square meters, with an investment of R$ 6.7 million in this great work that will be very beautiful,” the mayor highlighted during the inspection, informing that the delivery is scheduled for November, with the inauguration planned for December.

Following the agenda, Ricardo Nunes inspected the construction of the future Emergency Care Unit (UPA) Jardim das Laranjeiras, built on the site where a 12-hour Ambulatory Medical Assistance (AMA) used to operate. The new facility will be integrated into the same building as the renovated facilities of the Basic Health Unit (UBS) Jardim das Laranjeiras. With an investment of R$ 16.5 million, the unit will have the capacity to perform about 21,000 monthly attendances, expanding the offer of 24-hour emergency services in the region. “An area of 811 m² will become 2,411 m². It’s a huge advancement, which will allow us to serve the population here in the São Mateus region much better, especially in the Iguatemi district,” said Nunes.
R$ 80 million in asphalt and the 14th Vila Reencontro in São Paulo’s capital
Also during the agenda, in the afternoon, Ricardo Nunes and Governor Tarcísio de Freitas announced the Renova Ruas Program: Infrastructure and Asphalt Transforming Neighborhoods. The initiative foresees a joint investment of R$ 80 million in urban infrastructure works on about one hundred roads distributed across different regions of the city, including paving, implementation of drainage systems, construction of sidewalks, curbs, and gutters. In São Mateus, specifically, 36 road sections are already under construction or in the bidding process.
Subsequently, alongside the governor, the mayor inaugurated Vila Reencontro São Mateus I, the 14th unit of the program implemented in São Paulo’s capital. The space has 94 housing modules and the capacity to accommodate up to 468 people. With this new unit, the city of São Paulo reaches the mark of 4,200 exclusive spots for families in situations of social vulnerability.
According to Ricardo Nunes, the goal of the Vilas Reencontro is to offer people in vulnerable situations the chance to rebuild their lives with independence. “We want to give people the opportunity to move forward and have their autonomy. Here, residents will have professionals in the areas of health, social workers, psychologists, educators, cooks, kitchen assistants, and much more. But we don’t want the State Government and the City Hall to be overseeing people forever. That’s not what we’re going to do, that’s not what we want to do,” said the mayor.
Own housing: 200 apartments and 3,200 deeds delivered on the same day
Concluding the Prefeitura Presente activities in São Mateus, the mayor delivered 200 apartments of the Maria Felipa Housing Complex. The residential received R$ 40 million in investments and was made possible by the Pode Entrar program, described by the municipal administration as the largest housing program in the city’s history, with more than 40,000 units currently under construction.
In addition to the housing units, 3,200 property titles were also delivered through the Escritura na Mão Program, which has already granted more than 88,000 documents since 2021. “This document, from the real estate registry office, transfers your house to your name, and it will pass from parents to children, to grandchildren, and no one else can take it,” highlighted Ricardo Nunes. “There are also 200 more families here who will leave today with the key to their own home, through the Pode Entrar – Entidades program, from the São Paulo City Hall. Look at this progress, 3,450 families will leave here with an achievement,” the mayor added.
At the end of the day, the agenda balance in São Mateus includes housing, health, culture, mobility, and social assistance as simultaneous fronts of public investment in the region — a combination that, according to the municipal management, reflects the territorial action model adopted by the Prefeitura Presente program.
